Job description
The concept of Universal Health Coverage (UHC), as enshrined in the Sustainable Development Goals (SDG) target 3.8, calls for a comprehensive approach to health care and social protection: All people should be able to access essential health services of adequate quality without being exposed to financial hardship. High level multi-sector commitment to building robust health financing systems for UHC are crucial to accelerate progress in view of SDG target 3.8. Launched as a G8 initiative in 2007, the multi-stakeholder and -level network Providing for Health (P4H) supports the development of sustainable and equitable health financing systems. The network’s principal aim is to assist countries to build coherent frameworks towards UHC with collaboration of all involved development partners and relevant line ministries. GIZ supports with the BACKUP Health Programme the deployment of in-country P4H focal persons and the Leadership for UHC (L4UHC) programme with the aim to align national and international partners across different sectors and build capacities in health financing for UHC.
Your tasks
Provide strategic guidance and support within the financing component of BACKUP Health in planning and implementation of activities in the area of health financing both at global and country levels
Build synergies with the other two components of BACKUP Health with a particular focus on alignment at country level and strengthening linkages between external financing and the national health financing agenda
Further develop the joint work of health and good financial governance within GIZ and beyond acknowledging the necessity to better link health financing and the overall public financial management system of a country
Advice the German Federal Ministry on questions related to health financing and UHC whenever needed and in close cooperation with the GIZ sector initiative Global Health
Support the component and programme lead in strategic and operational planning activities
Your profile
Postgraduate education at Master’s (or equivalent degree) level in relevant areas such as health financing, health economics, health systems management, social protection or public health; doctoral degree is desirable
Several years of relevant professional experience, preferably gained abroad in health financing and health systems strengthening, preferably in Asia and/or Subsaharan Africa
Profound understanding of health system strengthening, health financing and social health protection challenges in low- and lower-middle-income countries
Working experience in international organisations (technical agencies, organisations, consultancy firms, bilateral agencies etc.)
Strong ability to organise, analyse and summarise information
Excellent communication, coordination and inter-personal skills
Business fluent in German or English

The willingness for frequent business trips is required. The willingness to work reciprocally abroad and in Germany is required.
