We are searching for an experienced Business Plan Development Consultant at our Turkmenistan facility.

Project Overview
The goal of the USAID E4 Activity is to increase employment and jobs through increased productivity and competitiveness. The theory of change is: “For the number of jobs to increase, businesses must grow; and for businesses to grow, constraints preventing growth must be removed.” Following this logic, Palladium will focus on removing obstacles to growth at the firm level and will work to develop skills identified by employers or develop entrepreneurial expertise. Additionally, Palladium will work to address legal and regulatory constraints if they are determined to be significant inhibitors of firm growth. These efforts will result in the creation of new firms, the growth of existing firms, and new job creation.
Target Sectors in Turkmenistan:
• Information and Communications Technology (ICT)
• Food Processing and Beverages
• Light Manufacturing (Carpets, Leather and Handicrafts)
Work performed under the E4 IDIQ is divided into three components:
Component 1: Enterprises – Fostering Competitive Industries
Component 2: Employment – Developing a Capable Workforce and Entrepreneurship
Component 3: Enabling Environments – Creating Conditions for Jobs and Investment
The FGI Task Order will increase the competitiveness of the target industries to provide jobs and incomes for Central Asia’s growing workforce, propelling the region toward self-reliance. FGI will transform market systems in ways that help high-potential firms and sectors grow, foster market linkages to match the demand for workforce skills with training offered to youth and women, link entrepreneurs to high-growth markets, and build more business- and worker-friendly policy environments and institutions to sustain private sector-driven growth.
Company Overview
Individual entrepreneur (IE) Begjanova Amandursun started her activity in the wholesale and retail trade of food products in 1993. Since then, the company has become one of the biggest importers of confectionery products in Turkmenistan. IE Begjanova owns a retail chain of supermarkets, “Halk Market,” with 10 locations throughout Turkmenistan. The supermarket chain is well-known among the general population for its rich assortment of both local and foreign products, as well as affordable prices for goods.
Gradually, the company has started moving away from trading to manufacturing. Today, the company’s main priorities are the production of confectionery products such as puff pastry and croissants under the brand name “Balam,” with an annual volume of 750 tons, which the company plans to increase.
To reduce the import of confectionery products and expand its confectionery production business, (IE) Begjanova Amandursun has decided to apply for a loan from the European Bank for Reconstruction and Development (EBRD) to purchase state-of-art western equipment to produce lingering cookies, bagels, cracker sticks, and pretzels. The achievement of the initiative will turn the company from an importer into a prominent exporter. (IE) Begjanova Amandursun will have a competitive advantage over foreign producers due to the lower utility costs in Turkmenistan, allowing the company to offer delicious and quality confectionery products at affordable prices to consumers within and outside the country.

Purpose and Scope
Palladium is seeking a Business Plan Development Consultant who will bring in-depth research, industry expertise, robust financial analysis, and advisory skills into the business plan development process. The overall purpose of this consultancy is to support Individual Entrepreneur Begjanova Amandursun in setting up a comprehensive business plan, which will be used to apply for a loan from EBRD. The business plan developed by the Consultant will cover critical business areas such as SWOT analysis, market size determination, marketing strategy, financial modeling, including cash flow projections, key growth metrics, and cost structures. The resulting document will provide a solid argument for the expansion of the confectionery business.
The specific tasks of the Consultant will be to:
· Offer a strategic perspective that considers how a new direction will impact the entire company.
· Propose growth pathways that take a broader look at factors such as funding, cash flow, debt, sales cycles, technical capabilities, and company solvency.
· Help the top managers clarify, reengineer, or modernize the original vision in a way that creates a more robust and future-proofed business.
· Provide financial and operational modeling and forecasting to help the company understand the impact and trajectory of various decisions.
· Integrate adjustable variables into the business plan to help the company see how changing different factors such as costs, timelines, financing, and project scope can affect business outcomes.
· Offer strategic input through objective and unbiased feedback and experience-based insights on the initiative.
· Help the company’s top management gain a more comprehensive outlook on how the new business can achieve success.
Control and Reporting
The Consultant will report to the Palladium Home Office and Turkmenistan personnel and closely coordinate efforts with Individual Entrepreneur Begjanova Amandursun and her staff.

The deliverables for this consultancy will be a fully developed and well-conceived business plan that captures the high-level vision of the top management with sections including but not limited to:
1. Executive Summary
2. Company Description
3. Market Plan and Analysis
4. Competitive Analysis
5. Organization and Management
6. Breakdown of Products
7. Marketing and Sales Strategy
8. Financial Projections
9. Funding Request
10. Appendix

Required Qualifications
· At least 5 years of work experience in developing business plans for EBRD loan applications.
· At least 5 successful projects, which resulted in the approval of financing by EBRD.
· Demonstrable record of accomplishment in offering visionary insights to top managers that led to significant success.
· Bachelor’s or master’s degree in business administration, finance, operations, research, statistics, math, economics, or related analytical discipline.
· Financial management experience with planning, forecasting, and business analysis.
· Advanced Excel proficiency. 3+ years of practical experience in using Excel for building and maintaining financial models.
· Experience in conducting market research, including analyzing and synthesizing research reports.
· Excellent spoken and written communication in English and Russian; being comfortable reaching out to and interviewing the company’s management, employees, and customer base.
· The Consultant must be present in Ashgabat, Turkmenistan, for the duration of this consultancy service.
