Project Overview and Role:

The Digital
Solutions and Transformation Portfolio within the Data Informatics and
Analytical Solutions (DIAS) Community of Practice is seeking a Buy-In Manager to
lead external engagement and buy-in on an upcoming global project to support
USAID’s Digital Strategy and Implementation. The goal of the project is meant
to increase adoption and support implementation across the Agency’s technical
and regional sectors. The DIAS Practice is a dynamic and innovative group with
talented and passionate members, working together to strengthen and harness
digital and data ecosystems to accelerate development investments and outcomes
and create positive impact. 

The Buy-In
Manager is a seasoned project manager with strong client management and
engagement skills. The Buy-In Manager will oversee the
development and implementation of all project buy-ins, cultivating
relationships across a wide variety of internal and external project
stakeholders. The Buy-In Manager will oversee the implementation of each
subaward, ensuring rapid and responsive initiation of buy-in activities. Finally,
the Buy-In Manager will also ensure the quality and timely delivery of
subawards and deliverables inline with each workorder objective.

This is a full-time position based in
Washington, DC and is contingent upon award.

 Primary Duties and Responsibilities: 

The Buy in Managerwill have the following roles and
responsibilities:

  • Oversee the process for and manage all buy-ins, from ideation, design to implementation and close-out, with a strong orientation towards client management
  • Manage a team of project managers and operations specialists and identify, orient, coach and supervise team members to serve as leads for buy-in activities
  • Ensure timely, high-quality development of buy-in workplans that meet established project guidelines and corporate quality standards, while adhering to the established budget and compliance requirements
  • Work collaboratively with Finance and Operations team to ensure buy-in activities are implemented according to budget and to conduct all financial reporting
  • Oversee and monitor implementation of each project buy-in, including oversight of subawards such as grants and contracts, working with the MEL Specialist to tract results
  • Lead the development of project materials and presentations that promote project activities, working close with the Communications Specialist
  • Facilitate and nurture excellent relations with partners, providing them technical guidance and oversight for optimal participation and efficient use of project resources and technical expertise.

Required Qualifications:

  • Must have, at a minimum, a bachelor’s degree and ten (10) years of experience managing USAID programs, including contracts and buy-in mechanisms
  • Demonstrated capacity to cultivate and maintain positive working relationships and partnerships with donor agencies, host country governments, partners and local teams
  • Experience in customer service and client relations, with strong ability to manage client activities through a consultative and responsive approach
  • Experience managing sub-awards and contractors on USAID-funded programs
  • Experience managing project finances is preferred
  • Experience working on programs that support technology, cybersecurity, and/or digitalization is preferred
  • The ability to work well under pressure and skilled in change management, with excellent problem solving abilities.
  • Excellent written and spoken English and ability to communicate across technical disciplines and non-technical audience required
  • Professional fluency in additional languages preferred (e.g. French, Spanish, Portuguese)
