This Opportunity:
The purpose of the Localize Global Health Security (LGHS) is to work with local partners to address critical health security gaps, as detailed in a countries’ National Action Plan for Health Security (NAPHS), Joint External Evaluation (JEE) report, State Parties Assessment Annual Reporting (SPAR) Tool reports or other recent health security planning documents. The LGHS mechanism will complement the multisectoral, cross- technical approaches of other GHS programs to move focus countries closer to achieving the GHSA 2024 target. Progress towards the GHSA 2024 target is critical to strengthen and sustain global pandemic preparedness. LGHS will support country-level progress against country- driven priorities (as outlined in the National Health Security Action Plan) by increasing country ownership, promoting sustainable governance, and fostering trust in infectious disease prevention, detection, and response activities.

The Capacity Development Director will provide leadership on implementing the project’s overall framework for capacity strengthening (CS) of grantees and other local actors, organizations, and related systems. This position will be responsible for the planning and delivery of holistic support, including organizational development, to grantees to enable them to manage their awards effectively and mitigate risk, improve performance, sustainability, and resilience. This position is contingent on funding.

Duration: 5 years
Location: Open (Africa preferred)

Primary Duties and Responsibilities:
Provide technical support and analysis for project capacity development programming which includes conducting individual CS plans, training, mentoring, and coaching in areas of need
Liaise with consortium partners, grantees, and other non-governmental stakeholders to support project objectives
Support Project Director in implementing programmatic, strategic development, and quality control duties related to capacity development;
Develop strategy for global capacity development programming to be implemented at the local level;
Design program methodologies, approaches, and tools that will improve global health security at the sub-national, national, regional, and international levels;
Comply with USAID and Palladium reporting requirements on program impact and implementation;
Provide training, guidance and oversight to team members to ensure consistency and quality of delivery;
Support continuous learning and adaptation, working closely with the COP, Project Director, Technical Director and other team members;
Perform other related duties and responsibilities as assigned
Key Competencies Required:
Master’s degree in International Development, Public Administration, Political Science, International Relations, or related area, with 10 years of relevant experience or a bachelor’s degree and 12 years of experience
At least ten (10) years of progressive relevant international development programming experience – at least five (5) years of experience in the implementation and management of international donor- (including USAID-) funded projects that focus on organizational capacity strengthening
Demonstrated capability to lead/supervise a diverse team of development partners, donors, CSOs and host country government counterparts
Broad knowledge of key government, civil society, private sector, faith-based and media actors who are potential allies for the project’s goals.
Reputation for professional excellence including outstanding facilitation, strategic planning, and management skills (as evidenced by references and achievements).
Fluency in English
