Chief of Party, Honduras
Palladium is
seeking a Chief of Party for an upcoming Honduras Building Climate Resilience
(BCR) activity funded by
USAID. The purpose of this activity is to strengthen the capacity of Honduran
systems to withstand and respond to climate variability and change, thereby
helping address underlying factors that contribute to irregular migration. The
BCR will aim to improve water resources management, protect vulnerable
sub-watersheds, and forest ecosystems, and develop climate mitigation
strategies.


The Chief of
Party will be responsible for the overall technical and administrative
leadership of the project. S/he is the primary liaison with USAID/Honduras and
all other stakeholders and organizations. The COP will take a leadership role
in coordinating ensuring that all objectives, cross-cutting teams, and
operations teams are working in tandem and that there is close coordination
with USAID/Honduras, other donors, the private sector, government institutions,
and local and international organizations. 


Duration: 5 years
Location: This position will be based in Honduras
with the need to travel to
project areas throughout the year.
Responsibilities


The candidate’s responsibilities will likely include:

  • Lead overall strategic planning, implementation and monitoring of program activities.
  • Provide intellectual, strategic leadership, technical input, and management support to achieve contractual objectives and targets in all project activities.
  • Oversee and take an active role in maintaining the overall technical quality and integrity of project deliverables and outputs.
  • Oversee development and implementation of annual work plans with team members, identifying changes as necessary and building client and key stakeholder buy-in at all stages of the process.
  • Identify and develop mitigation strategies for potential future problems in time to ensure that preventive measures can be taken.
  • Maintain effective and open communication throughout the project with USAID/Honduras, relevant Government of Honduras agencies, project partners and implementers, Home Office Project Director, project operations teams, and other relevant stakeholders.
  • Serve as the strategic leader of a diverse and talented project team, building on synergies and cultivating a positive environment for collaboration, communication, and successful project implementation.
  • Cultivate a positive and motivating environment for staff at all levels through communication, team building, and responsiveness.


Qualifications

  • Master’s degree in relevant fields such as geography, ecology, biology, biodiversity, natural resources, environmental engineering, water resources management, climate change, environmental management, international development, or related field.
  • Minimum 15 years of experience in managing international development project.
  • Demonstrated experience leading and managing international natural resources, environmental management and/or climate change program.
  •  At least 8 years of supervisory experience in building and effectively supervising a diverse team.
  • Previous experience as a Chief of Party on similar USAID or other donor programs.
  • Strong leadership, administrative, ethical management, presentation, reporting, communication, and creative problem-solving skills.
  •  Ability to perform at a high level and apply diplomacy skills with a wide range of stakeholders (i.e., national, provincial, private sector, and NGOs).
  •  Experience working in the Honduras/ Central America preferred.
  •  Fluency in English and Spanish is required – Level IV Interagency Language Roundtable (ILR) scale.
