Project Overview and Role:

The Chief of Party is a full-time position
for an upcoming award being solicited through USAID/Tanzania to increase
economic opportunities for youth and to improve the business enabling
environment for youth entrepreneurs, youth-led startups, and youth-led
businesses, particularly within the agriculture sector. The activity will
support private sector associations to strategically develop, strengthen
operations, and improve service provision for youth entrepreneurs, startups,
and businesses, ultimately facilitating stronger market systems and more
resilient, inclusive youth-led enterprises. Building the capacity of private
sector associations to advocate for implementation of pro-business and
pro-youth policies and to deliver high-quality services needed by youth in the
private sector will have broader ripple effects across the Tanzanian private
sector, benefiting all businesses and giving them a better chance to grow and
thrive. This position will be based in Tanzania and is contingent upon contract
award to Palladium.

 Primary Duties and Responsibilities:

  • Provides overall leadership, strategic guidance, vision, and management to staff and the overall project team, including staff, consultants, and partner organizations
  • Plan, direct and coordinate technical and operational activities to ensure that project goals and objectives are met and prescribed timeframes and funding parameters follow USAID regulations and Palladium’s policies
  • Provide overall technical and administrative leadership to the project implementation team, including development of strategies, budgets, work plans, MEL plans and reporting
  • Ensures the strategic and functional integration of all technical areas as well as strong collaboration with government counterparts, donors, private sector, and other implementing partners
  • Coordinates with other local USAID representatives, USG projects, Palladium’s home office as well as other development partners to ensure collaboration, integrated approach, and complementarity of the interventions
  • Serve as the project’s primary point of contact with USAID, other implementing partners, and other stakeholders; ensure alignment and harmonization with other programming where appropriate, including public/private sector partnerships
  • Responsible for meeting contractual obligations, producing deliverables and targets, and achieving project results as specified by USAID
  • Provides strategic vision on program sustainability and resilience
  • Ensure interventions reflect high technical quality and are in line with the project’s scope of work.

 Required Qualifications:

  • Extensive experience in private sector engagement, youth engagement, entrepreneurial ecosystem strengthening, or pro-business policy advocacy required
  • USAID program experience is a must with experience as a Chief of Party on a USAID funded project or other donor-funded development project
  • Experience in systems strengthening and partnership building, particularly with the private sector
  • Demonstrated knowledge and experience with USAID or other donor planning and reporting systems, operations, programming, and structure
  • Experience managing and leading technical and administrative teams for complex development projects
  • Experience working in low- and middle- income countries (LMICs).Experience in Tanzania required.
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe
  • Effective written and oral communication skills
  • Professional and diplomatic demeanour and conduct, especially during interactions with the client and its constituents
  • Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
  • Ability to take initiative and/or respond independently to situations
  • Fluent written and spoken English required
