Project Overview and Role:

Palladium
is seeking a Chief of Party (COP) for the USAID/RDMA-funded Regional Inclusive Digital
Economy Activity. The Regional Inclusive Digital Economy Activity seeks to
develop a regional platform to support the development of a thriving and
inclusive digital economy in Southeast Asia. The project will likely have 5
strategic objectives:

  1. Improving digital policy environment at regional level;
  2. Augmenting the quality and quantity of shared and interoperable digital infrastructure;
  3. Improving the safety, availability, and suitability of e-commerce services for consumers and MSMEs;
  4. Strengthening ecosystems that foster inclusive innovation; and
  5. Strengthening marginalized citizens’ and MSMEs’ capacity to fully participate in the digital economy.

The Chief
of Party will provide overall leadership and management of the project,
including meeting the project’s technical objectives; managing financial
resources, program staff, and partnering agreements; maintaining good working
relationships with regional government officials and local partners; managing
client reporting; and ensuring high-quality service delivery.?The COP will
represent Palladium and the project to USAID and all other stakeholders
including donors, governments in Southeast Asia, community and non-governmental
organizations, and the private sector. This
individual will be required to identify issues and risks related to project
implementation in a timely manner and adapt to shifting contexts. An ideal candidate will have substantial
experience in developing countries, preferably in Southeast Asia, coordination and
leadership skills, and expansive general and technical knowledge.

 Primary Duties and Responsibilities:

Technical:

  • Providing overall leadership,
    strategic guidance, vision, and management to staff and the overall
    project team, including staff, consultants, and partner organizations.
  • Providing strategic vision on
    increased private sector engagement across regional digital economies.
  • Providing overall technical and
    administrative leadership to the project implementation team, including
    development of strategies, budgets, work plans, MEL plans and reporting.

Management:

  • Managing project consortium,
    including ensuring efficient communication with all project partners, mitigating
    potential issues, and fostering collaboration throughout project
    implementation.
  • Serving as the primary liaison with
    the client and all other stakeholders.
  • Ensuring alignment and harmonization
    with other programming where appropriate, including public/private sector
    partnerships.
  • Leading and managing staff
    professional development to build staff capacity and strengthen competency
    and expertise.
  • Overseeing budget implementation and
    financial management
  • Monitoring the quality of project
    activities and ensuring the timely distribution of deliverables to client.

Required Qualifications:

  • Minimum of 10 years of
    progressively responsible experience in a senior level role leading
    complex regional or multilateral development projects, preferably in
    Southeast Asia.
  • Master’s Degree or higher in economics, social sciences, international development, information, communication technologies, or a related field.
  • Extensive experience in digital policy (cybersecurity, e-commerce, open data governance), digital literacy and capacity-building, digital infrastructure development, innovative financing for digital businesses, digital business enabling environment, market analytics, private sector engagement, innovative financing, public-private partnerships, and capacity development for local organizations.
  • Extensive project management experience, including
    experience leading complex multi-million-dollar donor-funded economic
    growth and/or digital connectivity programs (USAID preferred); including the administrative, procurement, hiring and
    recruitment, financial and logistical aspects of project implementation.
  • Demonstrated knowledge and experience
    with USAID or other donor planning and reporting systems, operations,
    programming, and structure.
  • Demonstrated experience coordinating and collaborating
    with stakeholders including government agencies, host country governments
    and counterparts, and international donor agencies.
  • Familiarity with USG rules and
    regulations, particularly for procurement, travel, approvals, and cost
    allowability.
  • Demonstrated problem-solving, analytic,
    financial, and evaluative skills.
  • Attention to detail and ability to
    perform multiple tasks and balance competing priorities effectively and
    efficiently often within a limited timeframe.
  • Fluency in English (written and
    spoken)
