Project Overview and Role:

Palladium International,
LLC is seeking a Chief of Party for a potential upcoming Basic Education project
in Honduras. The Chief of Party must have the leadership, depth, and breadth of
technical expertise and experience, professional reputation, supervisory and
program management experience, interpersonal skills, and professional
relationships that demonstrate her or his ability to be a thought leader in
their field. This is a full-time position based in Tegucigalpa, Honduras.

 Primary Duties and Responsibilities: 

  • Lead the project team in setting and
    achieving project lifetime and annual goals, ensuring that it is
    effectively staffed and performing at the highest levels.
  • Maintain effective and open communication
    throughout the project with USAID, Palladium Education Director, project
    operations teams, subcontractors, and other relevant stakeholders.

  • Achieve project goals and objectives in a
    timely and cost-effective manner.
  • Liaise and represent the project at
    meetings and events with the Government of Honduras, USAID, the civil
    society and private sector, non-profits, and other stakeholders.
  • Liaise with the Palladium DC and Honduras
    offices.
  • Ensure technical and administrative
    excellence and compliance.
  • Champion a results-driven ethos built on
    effective Monitoring, Evaluation, and Learning and methodologies to
    promote
    Collaboration, Learning, and Adaptation that ensures relevance and
    responsiveness as program needs and opportunities arise.
  • Ensure effective communication of project
    successes and results to broad audiences.
  • Supervise all activities of the project,
    and ensure compliance with USAID regulations and Palladium procedures, including
    procurement, finance and administration, human resources, and
    sustainability.

Required Qualifications:

  • Substantial experience working on USAID basic education/education system strengthening projects and a proven track record of working effectively with government counterparts at various levels of the education system.
  • Demonstrated experience in Central America managing progressively complex education programs, with demonstrated skill in organizing resources and establishing priorities. Honduras experience preferred.
  • Substantial experience with USAID as a Chief of Party, Project Director, Deputy Director, Team Leader, etc., on project(s) of similar scope, scale, and complexity preferred (USD +40M).
  • Demonstrated international credibility as a leader in the basic education including an understanding of teaching and learning methodologies, inclusive education, distance learning, education systems strengthening, private sector engagement for education and education data and information systems.
  • Demonstrated experience in building partnerships to achieve mutual goals and objectives, including with U.S. government agencies, host-country governments and counterparts, international donors, multilateral organizations, and civil society and private sector partners in developing countries.
  • Experience with USAID preferred. Experience with other donors and multilateral organizations highly desirable (e.g. GPE, DFID, etc.).
  • Strong management skills to guide all project human, technical, and financial resources.
  • Strong interpersonal, writing, and oral presentation skills.
