This Opportunity:
The purpose of the Kosovo Investment Promotion and Access to Finance (IPAF) Activity is to strengthen private sector capacity for sustainable economic growth through investment promotion and increased access to diversified finance. The Activity will promote partnerships between the private sector and Government of Kosovo and press for productive dialogue between the private sector and the government to attract direct investment and enhance access to finance.

The Kosovo IPAF Activity is an anticipated project, and the position is contingent upon award from USAID.

Palladium seeks a Chief of Party (CoP) who will be responsible for the technical implementation and the effective and compliant management of the activity, in close coordination with the Palladium Home Office Activity Team. They will be the senior representative of Palladium on the activity, with overall responsibility for supervising activity staff and managing day-to-day relations with the client and counterparts in government, private sector, and civil society. The position of COP requires significant coordination skills, broad general and technical knowledge and the ability to ensure coherence and consistency while under urgent deadlines.

Reporting and Supervision:
The Chief of Party will report to the Palladium Home Office Program Manager and will work closely with USAID/Kosovo.
Primary Duties and Responsibilities:
Lead technical direction and strategy development for implementation of the activity, and ensure an integrated vision across components
Design and develop strategic activities to increase the availability of financial products and services to SMEs in Kosovo.
Implement activities that will help SMEs to advocate for policy reforms to enable the introduction of new financial products and services tailored to the needs of growing SMEs.
Lead the development and implementation of annual technical workplans and oversee the performance of the Activity in line with set targets.
Identify issues and risks related to program implementation in a timely manner, and suggest appropriate program adjustments
Manage all administrative and programmatic functions and activities in line with the activity’s Scope of Work and approved annual work plans
Ensure judicious use of USG resources, on-time delivery of activity reports and partner deliverables, and overall compliance with USAID regulations and Palladium policies and procedures
Serve as the activity’s local representative, acting as the principal liaison with USAID, Palladium Home Office, local implementing partners and subcontractors, and the local private sector
Supervise local activity staff, including oversight of human resources matters
Key Competencies Required:
Masters’ degree or equivalent in business, economics, law or other relevant fields
Minimum of 15 years of experience working and managing projects in Economic Growth: access to finance, investment, business enabling environment, market systems strengthening, SME development or related fields
Experience in access to finance for SMEs and business enabling reforms to promote diverse financing products and services.
Demonstrated leadership in the administration of similarly sized international donor support programs with skills in strategic planning, management, supervision and budgeting.
Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multi-disciplinary teams
Excellent interpersonal and written communication skills, as well as negotiation skills in English
Professional Expertise/Competencies Preferred:
Prior relevant professional experience in the Western Balkans preferred
Prior USAID experience preferred
