Project Overview and Role:
The Chief of Party (COP) is a full-time position for an upcoming award in Ukraine that seeks to furthering health systems reform in support of Ukraine’s health systems reform project started in 2016. The main purpose of this activity is to improve health outcomes and to improve health system accountability and transparency in Ukraine, leading to improved equitable access to quality
services, optimized use of scarce resources, mitigation of corruption across the health system, and ultimately expanded universal health coverage (UHC) for the people of Ukraine with reduced financial hardship on patients. This activity will likely be achieved through improving access, quality and efficiency of health services: increasing efficiency and transparency of managing and financing of care and modernizing the obsolete service delivery system. The COP shall provide overall leadership, program management, strategic direction and the successful implementation of all aspects of the project. S/he serves as the project’s primary point of contact with USAID/Ukraine, the Ministry of Health (MOH), other implementing partners, and other stakeholders to ensure alignment and harmonization with other programs, where appropriate, including private sector engagement. The COP is responsible for guiding technical staff and for ensuring the responsiveness and quality or work along with efficient use of resources and achievement of results. This position will be based in Kiev and is contingent upon contract award to Palladium.
Key Responsibilities
– Provides overall leadership, strategic guidance, vision, and management to staff and the overall project team, including staff, consultants, and partner organizations.
– Establishes quality control standards in-line with the country, USAID and Palladium’s standards.
– Ensures the strategic and functional integration of all technical areas as well as strong collaboration with donors, other implementing partners, and counterparts.
– Coordinates with other local USAID representatives, USG projects, as well as other development partners to ensure collaboration, sector reform and financing reform, integrated approach, and complementarity of the interventions to add value to the system reforms to better sustain health, financing, and economic reforms to establish high-quality service delivery.
– Serve as the project’s primary point of contact with USAID/Ukraine, other implementing partners, National Health Service of Ukraine (NHSU), MOH, and other stakeholders to ensure alignment and harmonization with other programs, where appropriate, including public/private sector partnerships.
– Oversees project planning, contributes technical expertise to ensure Ukraine’s Furthering Health Reform project implementation and provides quality assurance of all deliverables, with a focus on results and financial accountability across all project activities.
– Provides strategic vision on program sustainability, resilience and journey to self-reliance.
– Leads and advises on best governance principles, including ownership, inclusiveness, transparency, accountability, integrity, and ethical standards.
– Ensure interventions reflect high technical quality and are in line with the project’s scope of work, and approved work plan.
– Oversee budget implementation and financial management, working closely with the deputy chief of party and finance and administration director and Palladium HQ to ensure fiduciary compliance and risks mitigation.
– Lead and manage staff professional development to build their capacity and strengthen competency and professional development.
– Represents the project to USAID, senior policymakers, and in professional and donor forums.

Required Qualifications:
– Master’s Degree or higher in health, health economics, social sciences, international development, or in a related field.
– At least 15 years of professional experience in: public financial management, public sector reform, health reforming, health systems strengthening (HSS) and/or service delivery, and significant experience in project management under USAID funding.
– Prior experience in working with international donors in Ukraine, Central and Eastern Europe, or the former Soviet Union.
– Familiarity or experience with Ukraine health system is a plus.
– At least 7 years of experience in a senior management role managing complex projects.
– Demonstrated progressive managerial experience for a complex portfolio that includes activities related to health reform, public financial management, and/or public sector reform.
– Demonstrated leadership and management skills and ability to lead and motivate multidisciplinary, and multicultural teams.
– Demonstrated ability to establish and maintain effective working relationships with USAID, ministry officials, and other development partners.
– Demonstrated experience developing and communicating a project vision, aligning key stakeholders around the vision, and assuring the vision is translated into an efficiently implemented program.
– Familiarity with US Government regulations (e.g., Federal Acquisition Regulations and the Foreign Assistance Act).
– Demonstrated strong facilitation, written and oral presentation skills.
– Demonstrated problem solving, analytic, financial, and evaluative skills.
– Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
– Proficient in the use of Microsoft Office.
– Ability to respond and adapt quickly to changing requirements and competing demands.
– Must be willing to live and travel within Ukraine.
– Ability to take initiative and/or respond independently to situations.
– Fluent writing, reporting, and oral presentational skills in English is required, and professional comprehension of Russian or Ukrainian is preferable.

Both nationals and international candidates with regional or Ukraine-specific experience are encouraged to apply.
