 Primary Duties and Responsibilities: 

Background

Palladium
is seeking a qualified CommCare consultant to develop data collection tools for
a Global Fund project focused on strengthening supply chain systems in 22
countries and to respond to the C19RM Monitoring and Evaluation framework
reporting requirements for the supply chain, service disruption and systems
resilience data collection and KPI reporting. The periodic measurement of key
supply chain metrics at different levels in country’s supply chain is an
important check on the effectiveness and impact of supply chain strengthening
interventions supported by the governments, the Global Fund and its partners.

The CommCare
consultant will be responsible for working with the project team to gather
requirements and configuring, designing and developing data collection apps for
mobile devices using CommCare.

Successful
candidates will be immediately available. Consultants will be responsible for
their own workplace. There is no travel required to the field or locational
restrictions; however, consultants must have availability for meetings between
8am-12pm EDT.

 

The primary responsibilities of the consultant
are:

  • Review the existing data collection forms, workflows and SOP’s defined by the client.
  • Work closely with the project M&E specialist and other subject matter experts to gather requirements and propose prototypes of the data collection forms in Commcare that follow best practices, including data quality assurance measures.
  • Develop data collection tools that enable real-time capture of quality and secure data as well as data audits for live reporting during data collection.
  • Provide input, as needed, on how to structure forms and questions to ensure that Commcare features can be used.
  • Set-up and configure CommCare reporting tools and data analysis dashboards to visualize the data collected through mobile devices.
  • Work with designated translators to translate and upload the tools for multi-language use.
  • Upon completion of the CommCare data collection forms, conduct and/or support testing of the system to ensure the design, functions, workflow, and logic of the questions and forms are working as intended.
  • Support program teams to conduct field testing.
  • Integrate any changes identified by end users, system managers, and subject-matter experts.
  • Collaborate with key staff to develop content to train field-based staff.
  • Conduct regular check-ins with the M&E and Information Systems specialists and to check progress.
  • Provide demos at key stage-gates.

Required Qualifications:

Key
competencies & professional expertise required

  • Experience designing and developing digital data collection and management systems using CommCare.
  • Business analysis experience to elicit data collection requirements and workflows to form functional system or tool requirements..
  • Experience implementing, configuring, and troubleshooting CommCare data collection forms in mobile devices.
  • Experience in implementing programs in low-income country settings is desirable.
  • Experience working on data management for the supply chain sector and with international development partners and founders, such as the Global Fund is a plus.
  • Experience working in low-resource settings with individuals with diversity of experiences and perspectives;
  • Motivated self-starter comfortable working with many staff and colleagues working remotely.
  • Fluency in English language required; Working knowledge of a language other than English is an asset;
