Project Overview and Role:
Positive male engagement is increasingly recognized as critical to advancing gender equality – a prerequisite for the improved health for men, women, girls, and boys. The 1994 International Conference on Population and Development marked the beginning of a paradigm shift, highlighting the significance of gender inequalities in reproductive health and family planning. This emphasis has led to an increase in gender-integrated health programming focused on positive male engagement to optimize family planning outcomes and an increase in research that offers compelling evidence that engaging men and boys can have a positive impact on increasing family planning access and use.
Palladium is seeking an experienced consultant to support implementation of a Health Policy Plus (HP+) activity in Nepal. The purpose of this activity is to support evidence-based and locally driven action to strengthen male engagement[1] in family planning in Nepal. It builds on work conducted in previous years of the project during which HP+ examined policy facilitators and barriers to male engagement in family planning in Nepal. Building on the analysis results, HP+ will provide technical assistance to in-country youth-focused civil society organizations and family planning champions, to 1) prioritize policy barriers to male engagement, 2) design an advocacy action plan to galvanize support to address the prioritized policy barriers, 3) implement and monitor the advocacy action plan and any outcomes resulting from it. This work will support USAID Nepal’s ongoing adolescent health work and will inform future efforts to strengthen global male engagement policy implementation processes.
Primary Duties and Responsibilities:
Period of Performance: May 24, 2021 – December 31, 2021
Estimated Level of Effort: Up to 27 days
The consultant will serve as the primary in country point of contact providing technical input and coordination for the activity. They will collaborate with HP+ to design a male engagement advocacy curriculum, identify and recruit workshop participants, co-facilitate workshop, and provide technical assistance to advocates to implement the joint action plan and related advocacy activities. The consultant will liaise with the government of Nepal to obtain buy-in to implement the activity. Specific responsibilities include the following:
Compile curricula and guidance documents on policy, advocacy, and male engagement that have been used in Nepal. These curricula and materials will inform the development of workshop curricula and materials for participating organizations.
Collaborate with HP+ to design an advocacy curriculum on policy advocacy for male engagement in family planning. The curriculum will be developed for delivery on a virtual platform. The curriculum will contain short, interactive modules that can be delivered over several days to reduce participant fatigue.
Identify and recruit workshop participants. Participants will include approximately 15-20 representatives of youth-focused civil society organizations and family planning champions from Karnali, Province No.2, and Kathmandu.
Administer, collect, and analyze pre-workshop assessment.
Liaise with USAID and the Government of Nepal to obtain government buy-in to implement the activity.
Coordinate with USAID implementing partners in Nepal to ensure that this activity supports USAID Nepal’s ongoing adolescent health work.

Workshop Facilitation
Co-facilitate a virtual workshop using the male engagement advocacy curriculum. The workshop will be delivered over 5-7 days (2-3 hours/day). The workshop participants will draft an advocacy action plan during the workshop. The advocacy plan will be actionable and will address priority policy issues identified by the participants.
Technical Assistance
Provide regular technical assistance to the advocates to implement their action plan to address the prioritized barriers. The technical assistance could include support to design and review advocacy materials and messages, facilitate strategy sessions, monitor and adapt activities, or troubleshoot problems, among others. Technical assistance will be provided on a bi-weekly basis (every two weeks), at a minimum.
Organize a WhatsApp group to help participants stay connected and allow space to share updates and accomplishments on a regular basis.
Communicate implementation status and any issues with HP+ as needed.
Monitor and Document Implementation
Develop methods to monitor and document how the workshop participants’ advocacy contributes to improved policy outcomes.
Conduct monitoring activities according to the monitoring plan.

1. Final workshop curriculum. The curriculum will include an agenda, facilitator guides, participant materials, and pre- and post-workshop assessments. June 30, 2021 5 days
2. Final workshop report (no more than 3 pages in length, plus annexes). Report must include the agenda, participant list, pre- and post-workshop assessments, and final action plan. July 31, 202 8 days
3. Status reports on implementation of the action plan, submitted every two weeks. Report must include updates on the steps taken to implement the action plan, documentation of the results of those actions, successes, challenges, and recommendations. Ongoing from August 1, 2021 – December 31, 2021 7 days
4. Final monitoring report (no more than 5 pages, plus annexes) that documents advocacy actions that were implemented, the policy results of those actions, and recommendations to strengthen male engagement policy implementation processes. December 31, 2021 7 days

Advocacy and training experience (40%)
Technical expertise in family planning and male engagement (40%)
Cost (20%).
