the USAID-funded Health Policy Plus (HP+) project, which supports strategic
several strategic health policy and advocacy initiatives in Malawi. Since
Malawi faces multiple challenges in sustaining its family planning program, HP+
will support key stakeholders for the FP program to explore increased private
sector engagement and sustainability

In Malawi,
there is an opportunity to enhance sustainability of the overall family
planning market by increasing private sector engagement and improving market
segmentation. A private sector assessment conducted in 2011 recommended
improving market conditions for commercial players, enhancing government
capacity for stewardship over the private health sector, strengthening private
sector capacity for partnering with public sector entities, and promoting
public-private engagement and policy dialogue (Levey, I, et al., 2011). A FP
market segmentation analysis of the Malawi Demographic and Health Survey
2015-16 found that more than 70 percent of the “wealthiest” users
obtained their contraceptives from free public sector sources (SHOPS Plus,
2018). Shifting some of these users to other sources for services could enhance
the public sector program’s sustainability and equity, enabling more focus on
meeting the needs of the lowest income clients. In 2019, a study found
wholesalers interested in and able to serve a rural private sector family
planning market. Thus, it called for more market intelligence (e.g.,
willingness-to-pay study and retail pricing audit) and the development of
strategies for long term market building, demand generation, and information
transmission (Bare, A. and E. Beidelman, 2019).

 Primary Duties and Responsibilities: 

The consultant
will work closely with other HP+ Malawi and HQ-based staff to ensure
coordination with the various stakeholders and defined deliverables. The work
will be implemented in three phases: 1) synthesize private FP market data and co-creation
with FP Stakeholders to identify private sector market data gaps, 2) lead
targeted data collection on private sector hormonal FP methods, 3) identify opportunities for increased collaboration,
including a co-creation workshop with private sector for developing key
recommendations/next steps for continuing private sector engagement. Under
this deliverables-based contract, the consultant will work under the direction
of a global HP+ expert in private sector engagement, with broad oversight from
a DC-based activity manager and in coordination and contact with HP+’s Malawi
team. The detailed scope of work is outlined below:

1)
Synthesis of private FP market data and co-creation with FP stakeholders to
identify private sector market data gaps.

The
consultant will use existing FP and market data to synthesize key information
regarding the private FP products and services market and facilitate a
co-creation exercise with FP stakeholders to outline private sector market opportunities
and gaps. The key output from the workshop will be to identify any key
information/analysis gaps required to support evidence-based planning and
prioritization of private sector opportunities. The consultant will be
responsible for:

  • Review of available FP market data, including previous reports, private sector assessments, SHOPS+ 2018 market segmentation analysis, and other relevant information.
  • Synthesize available market data into a series of PPT presentations and key questions to support stakeholders in understanding, synthesizing, and identifying key data gaps for evidence-based, strategic policy decisions.
  • Lead preparations for co-creation session/workshop in close collaboration with key stakeholders, including ensuring that proper protocols are followed for government officials, invitations, etc.
  • Prepare the list of participants (government, private sector, and key stakeholders), agenda, organize, and facilitate the workshop in collaboration with MOH, ensuring participation from key stakeholders.
  • Facilitate and guide a consensus around the key market opportunities and data gaps
  • Write a report of the co-creation workshop and key market gaps/opportunities.

Deliverables for this task include:
1) PPT presentation(s) on synthesis of key FP market data; 2) agenda/list of
participants for market data facilitation exercise; 3) report on co-creation
workshop and key market gaps/opportunities.

2) Lead targeted data collection/analyses on
private sector hormonal FP methods.

 Based on outputs from the initial market analysis workshop,
this phase will be designed to address any targeted data analysis/data gap
needs that can be addressed locally (e.g. quantification of private market for
hormonal methods based on import data and/or interviews with leading commercial
importers). The consultant will be responsible for determining how best to
collect data by meeting with key private sector counterparts. This data will
also complement the MOH’s planned private sector assessment.

  • Develop data collection protocols and instruments.
  • Conduct interviews and/or other primary/secondary data analysis.
  • Develop PPT report that includes summary of new FP private sector market data collected.

Deliverables for this task include:
1) development of data collection instrument; 2) report/PPT presentation(s) on
new market data, e.g. quantification of the commercial hormonal market; 3) list
of all stakeholders interviewed.

3) Identify opportunities for increased
collaboration, including a co-creation workshop with private sector for
developing key recommendations/next steps for continuing private sector
engagement.

Building on the previous two activities, the consultant will facilitate
a final co-creation workshop between government and traditional FP stakeholders
and private sector representatives to jointly review overall FP market data,
prioritize opportunities for increased PSE (based on health impact and
interest/viability from for-profit private sector), and outline key next steps
to facilitate market interventions.

  • Lead preparations for co-creation session/workshop in close collaboration with key stakeholders, including ensuring that forum is appropriate to ensure participation from for-profit private sector.
  • Prepare the list of participants (government, private sector, and key stakeholders), agenda, organize, and facilitate the workshop in collaboration with MOH.
  • Facilitate and guide a consensus around the key FP market data and opportunities.
  • Write a report of the co-creation workshop and key next steps for advancing specific partnership opportunities.

1) PPT presentation(s) on
synthesis of new FP market data; 2) agenda/list of participants for co-creation
workshop; 3) report on co-creation workshop and key market gaps/opportunities.

Required Qualifications:

  • Master’s degree in business administration, economics, public administration, or a relevant field.
  • At least 10 years of experience in strengthening government stewardship, systems strengthening, policy/strategy development in health or other sectors in Malawi.
  • Experience of working with private sector required.
  • Experience in multi-sectoral coordination and networking with a diverse range of stakeholders.
  • Demonstrated strategic ability, written and oral communication, and negotiation skills.
  • Good computer skills (PPT, excel, data collection software)
  • Fluency in English (verbal and written communication).

  • Experience in facilitating high-level meetings with senior-level government and private sector stakeholders
  • Experience in data collection on private FP market
  • Knowledge and existing contacts with key stakeholders from government and private sector
  • Experience in working with USAID and other global partners

Technical
(50%)

  • Strong understanding of Malawi’s current private sector FP market, pharmaceutical importation and distribution players, and other key private sector stakeholders
  • Strong understanding of Malawi’s national family planning programming
  • Fluency in English and strong writing, communication, and presentation skills.
  • Master’s degree in a public health, policy, health financing or other related discipline
