Consultant To Coordinate Outreach for H2 Visa Program to Salvadoran Workers, ECP
I. INTRODUCTION
Since its inception in March 2017, the USAID Economic Competitiveness Project (ECP) has been working under two main objectives: Equipping for Growth (increased business capacity) and Governing for Growth (improved business enabling environment), implementing a strategy aimed at (i) generating tangible economic growth, (ii) creating jobs, (iii) stimulating innovation, and (iv) catalyzing policy reforms to address the limitations on growth and economic opportunities that encourage migration. ECO has been jointly working with US Embassy and the Ministry of Labor (MTPS) in expanding the H-2A visa program to boost the agricultural sector and reduce irregular migration in El Salvador.
The objective of this project is to rapidly and exponentially expand the H-2 visa program in El Salvador, which allows qualified Salvadoran laborers to work for temporary periods in key U.S. industries suffering labor shortages, mainly agriculture. Currently El Salvador processes less than 200 H-2 visas annually. Through an initiative spearheaded by the Government of El Salvador, the goal is to expand this number to no less than 10,000 participants in a five-year span.
A three-pillar approach has been taken to reach the first-year goal of 1,200 workers by: a) developing an outreach campaign aim at developing marketing strategies for advertising Salvadoran workers with potential U.S. employers, b) strengthen the capacity of the Government or other non-governmental institutions to assist potential employees by expanding their national and subnational capacities, c) develop a reintegration program for H-2A visa returnees.
II. OBJECTIVES
General Objective:
Coordinate the outreach and marketing pillar, to advertise Salvadoran workers to U.S. businesses and potential employers for the H-2 visa program and other type of visas that will allow Salvadoran to work abroad in a legal and temporal manner.
Specific Objectives:
Develop a work plan of outreach and marketing on a one-year basis for the H-2 Visa program.
Guide, train and supervise the outreach team by assigning leads, and tracking job alliances development.
Supervise the monitoring of the outreach and marketing team for new leads, on-going leads, others.
Supervise the development of market intelligence data to acknowledge real-time workers´ petitions from US. businesses, according to the US. Department of Labor database and other sources. Will be in charge of reporting and channel the information as requested or required by USAID.
Manage and supervise a data base of potential workers and update accordingly: potential US states, seasonality, potential petitions, average wage, and others as needed for H-2 visa workers and other type of visas.
Develop marketing activities with potential leads (employers): contact by phone, email, others for H-2 visa workers and other types of visas, participating and monitoring industry relevant conferences.
Assist in other marketing activities as needed: organization and development of job fairs, business trips, marketing promotions events around US cities
Manage, support and advise local entities and consulates in: coordination of worker requests, visa related issues, travel coordination, responding labor violation complaints or other complaints.
Assisting the ECP in the H2 Visa program admin solicitudes, including but not limited to maintaining and updating platform of leads, priority lists, tracker sheets, statistics, status reports, lead databases for outreach and others as requested.

It is expected at the end of this consultancy:
At least 200 leads per month that have been sensitized by any of the above stated marketing strategies.
At least 3,000 workers deployed in joint work with local institutions and ECP for one year
III. METHODOLOGY, WORKPLAN, AND SCHEDULE FOR THIS ACTIVITY.
1. Methodology
The selected consultant should submit the technical proposal with his/hers working methodology, which demonstrates steps to be taken for the following activities:
Coordination with public and private entities
Maintain constant communication with The ECO technical team and other stakeholders.
Contact leads and potential employers to develop all required in the ToR.
Schedule and organize meetings as needed with several stakeholders.
Include sources of U.S. information (public and private) for the identification of potential leads).

2. Schedule and Workplan
The selected consultant should submit a Schedule that clearly identifies the dates to develop each of the above stated activities in the workplan.
IV. CONSULTANTS REQUIREMENTS
Qualifications / Requirements:
Proven experience in H-2 Visa Programs and marketing techniques,
Previous experience working for migration-related projects,
Desirable database management skills
Computer skills: Office Package (excellent knowledge of Word, Excel, and Power Point) and Internet browsing.
To verify qualifications, the consultant must submit curriculum vitae (CV) with details of experience and copy of mentioned titles.
VII. TIMING
The selected consultant Will have a period of 12 months to develop the consultancy. It Will be extending according to the needs and demands of the Project and the results obtained. Contract Will be signed between Palladium International and the selected consultant.

V. CONFIDENTIALITY OF INFORMATION
The consultant is prohibited from disclosing any information, document or material considered confidential directly or indirectly related to the Project and its partners. The material produced under these terms of reference, as part of the contract, will be the property of USAID, who will have exclusive rights to use, publish and disseminate the deliverables that originated from said work. This right will continue in force even after the contractual relationship of the parties has concluded.

VI. PLACEMENT OF CONSULTANCY
The consultancy will be developed in El Salvador (developed online)

VII. MANAGEMENT AT PALLADIUM
The consultant will report to the Operations and Strategy Specialist of the USAID Economic Competitiveness Project, Camila Flores.

VIII. TO APPLY
Interested consultants should submit:
CV with Support documents (ID number, degrees, and so on.)
Documents that evidence the experience to support the services (At least 3 certificates or references that support similar consultancies).
Completed, signed and sealed Due Diligence Form (Annex IV).
Code of Conduct (signed and stamped on 1st page) (Annex V).
Technical proposal in accordance with the Terms of Reference attached to this RFP (the technical proposal should not exceed 4 pages).
Financial Proposal and Budget Explanatory Notes (Budget Narrative). In the financial proposal, the Offeror shall use the format recommended in Annex II of this RFP, detailing the costs to be incurred to perform all activities.

IX. SUBMISSION OF PROPOSAL
