This Opportunity:
The United States Agency for International Development/Office of Transition Initiatives plans to establish and manage a three-year flexible, quick-response mechanism to implement activities that will support stability in northern Mozambique. A more nuanced program objective will be articulated once the program is established and operational.
The Deputy Chief of Party-Operations (DCOP-Ops) plays a key role in supporting the Chief of Party (COP) to effectively manage and implement the Task Order. The DCOP-Ops’ responsibilities include oversight of all aspects of financial, procurement, and budget management; human resources, recruitment, and management; subcontractor management; and Task Order start-up and close-out. The DCOP-Ops is responsible for ensuring compliance with USAID rules and regulations and coordinating with Palladium’s Home Office on all compliance issues and legal and policy guidance.
The DCOP-Ops will be expected to have a firm grasp of the programmatic aspects of the program and be prepare to step in as needed to support the COP and other program staff while keeping apprised of the local political, legal, and economic situation and how to continuously adapt the program.
This is a full-time position based in Mozambique and contingent upon contract award.

Primary Duties and Responsibilities:
The DCOP will be responsible for:
Managing all operational aspects of in-country programming including but not limited to administration, logistics, procurement, budgeting, finance, and property
Ensuring that operational aspects of program implementation is in accordance with USAID regulations, procedures, and specifications as determined in the Task Order SOW.
Ensuring all procurement processes are perceived as transparent by beneficiary communities through fair and transparent procurement processes, robust financial management, and monitoring of grant implementation
Ensuring that the most reasonable, fair, expeditious, and appropriate procurement choices are made pursuant to the Contractor Procurement Guide
Providing oversight of day-to-day field operations including administration, logistics, procurement, budgeting, financial accounting, and maintaining project facilities such as office space, equipment, and project vehicles
Providing oversight of day-to-day financial operations of the program including cash flow management, timesheet recording, financial reporting, and monitoring of obligations, budgets, and expenditures.
Supervising the day-today implementation of grants made under the program and identifying new ways of achieving program efficiencies.
Coordinating with Palladium’s Home Office on all compliance issues and legal and policy guidance
Handling all human resource issues
Undertaking any other duties as assigned by the COP
Serving as Acting Chief of Party when the COP is absent from the program
Key Competencies Required:
A minimum of six (6) years of relevant work experience and a bachelor’s degree or ten (10) years of relevant work experience without a bachelor’s degree. Relevant experience entails working in complex, high-speed, and/or challenging field operations in developing countries.
A minimum of two (2) years of supervisory experience.
Experience with programs that provide high-quality, quick impact delivery of assistance in evolving, transitioning, or unstable environments.
Experience with complex political environments and/or preventing or countering violent extremism (P/CVE)
Fluent in USG policies and procedures with regards to human resources, financial management, financial reporting, procurement processes, systems, and grants management.
Experience with grants management.
Experience in hiring and supervising host country local personnel and providing appropriate training and capacity development to meet program needs when required
Financial management experience, including budgeting, financial management (tracking, reporting and accounting, and procurement).
Experience with grants or small grants under contract programs.
Experience working in a developing country with a donor, contractor, or international NGO managing an office or program.
Experience with activity design, development, and implementation.
Fluency in written and oral English.
Proficiency in Portuguese.
Professional Expertise/Competencies Preferred:
Prior experience working in Mozambique.
Experience supervising culturally and geographically diverse staff.
Experience working in countries undergoing transition or with political transition, peacebuilding, or post-conflict programs.
Experience with in-kind and/or small grants.
Experience working in complex political transition and/or conflict environments.
Demonstrated experience and knowledge in establishing systems and overseeing program start-up and close-out under limited time constraints.
