Project Overview and Role:

Under
the leadership of the USAID Strategic Information Chief
of Party (COP), the Deputy Chief of Party (DCOP) will lead and oversee
activities related to evidence-based health policy development and review;
development and implementation of health analytics solutions, capacity building
strategies of the project for improved quality and equity of health services. The DCOP is a full-time
position for an upcoming award being solicited through USAID/Uganda to
promote evidence-based health policies development and implementation for
improved quality and equity of health care services. The goal of the
activity is to facilitate, promote and enhance evidence-based programming and
reporting in Uganda’s health system, particularly its response against the
HIV/AIDS epidemic. This position will be based in Uganda and is contingent upon
contract award to Palladium. ? No expatriate or
relocation benefits are associated with the position.

 Primary Duties and Responsibilities: 

  • Serves as a member of the senior leadership team. As such provides senior leadership, management oversight, and coordination on all matters project wide.
  • Provides thought leadership to the program as a subject matter expert, technical staff and administrators in institutional capacity building, technical capacity, and commitment for long-term sustainability of Health Outcomes.
  • Works with the national programs and sub-national leadership to use data for advocacy targeting policy makers for sustained allocation of financial resources to support health sector programming.
  • Leads, reviews and monitors policy frameworks, programmatic functions and scale up standards for strengthening strategic
  • Information for health in country. Development of annual and operational work plans and budgets.
  • Ensure quality activity implementation and employ use of project M&E tools and ensure compliance with donor requirements.
  • Ensure that activity implementation is aligned with project technical strategies and approaches during conceptualization. In collaboration with the Project M&E specialist, ensure proper documentation of the activity reports.
  • Provide analytical and evaluative techniques to identify, consider and resolve issues or problems.
  • Ensures technical excellence of project interventions and lead the learning agenda related to health analytics for evidence- based programming.
  • Provides functional guidance to project staff, other USG IPs and stakeholders to ensure deliverables are met within timelines and budgets as needed. Regular engagement with the Technical specialists; thematic team meetings both in the project and with MOH;
  • Routine meetings with the USAID IPs in the respective program areas:
  • Organizes and supports as needed, project trainings, conferences, workshops and meetings. Participates and represents the organization as needed in outside associations, conferences and symposia; prepares necessary project-related reports, including presentations and white papers.
  • Together with the COP, s/he will coordinate and collaborate with other donor-funded programs in Uganda.
  • The DCOP is the secondary point of contact for the USAID Agreement Contracting Officer’s Representative (AOR) and will serve as the acting COP when needed.

Required Qualifications:

  • Extensive experience in public health program management, public health Analytics, Health governance, information systems strengthening, monitoring and evaluation, or ML/AL, other field related to international health programs.
  • Experience in a senior leadership position is required.
  • Demonstrated success in collaboration and coordination across partners, sectors and home office.
  • Demonstrated problem solving, analytic, financial and evaluative skills.
  • Demonstrated experience in managing strategic information and health information systems strengthening projects or programs
  • Attention to detail and ability to effectively and efficiently perform multiple tasks and balance competing priorities often within a required timeframe.
  • Effective written and oral communication skills.
  • Professional and diplomatic demeanor and conduct, especially during interactions with the client and its constituents.
  • Ability to anticipate, respond and adapt quickly to changing requirements and competing demands.
  • Ability to take initiative and/or respond independently to situations.
  • Fluent written and spoken English required.
  • Experience working with USAID and USAID partners is required.
