This Opportunity:
Palladium is seeking a Deputy Chief of Party for an anticipated USAID-funded family planning and reproductive health (FP/RH) project, which is anticipated to begin in 2022. The USAID/Egypt Osra (Family) Activity will support and contribute to the Government of Egypt’s (GOE) National Population Strategy (NPS) 2015–2030 and the three-year National Program to Plan Population Growth (2021-2023). The potential program will strengthen high impact practices in family planning and incorporate innovative, promising approaches to improve family health outcomes.
The Deputy Chief of Party will assist in providing strategic leadership, technical leadership, and oversight to the program. S/he must have an appropriate balance of technical, managerial, and interpersonal skills and experience. The Deputy Chief of Party must have technical expertise in at least one of the project’s four technical areas—improving access to FP/RH services, improving the quality of FP/RH services, increasing demand for FP/RH services, or strengthening health systems. S/he must have the requisite management expertise, interpersonal skills, and established professional relationships to successfully oversee the implementation of the project. In addition, s/he must have the capacity to successfully interact with agencies in-country, including central and local government, development partners, civil society, and community-based organizations.
Reporting and Supervision:
Reporting to Chief of Party
Primary Duties and Responsibilities:
Assist the Chief of Party in the implementation of project activities.
Provide direct supervision in at least one of the four project areas—improving access to FP/RH services, improving the quality of FP/RH services, increasing demand for FP/RH services, or strengthening health systems.
Assist the Chief of Party to manage project partners, ensuring that partners are fully engaged and participating in the project.
When required, serve as the interface between the project, GOE ministries, United States government (USG) entities, Palladium senior management (based abroad), and other relevant stakeholders.
If requested to do so by the Chief of Party, assume responsibility for overseeing the project budget and finances, including budget projections, project spending, and financial performance reporting.
When requested, represent the project at relevant professional meetings, working groups, and seminars.
Prepare and contribute to analyses, recommendations, briefing notes, white papers, assessments, workplans, and reporting materials for internal and client use.
Serve as the Acting Chief of Party in the absence of the Chief of Party.
Perform additional duties as assigned by the Chief of Party.
Key Competencies and Responsibilities:
Experience implementing large-scale family planning and reproductive health projects
Experience working in Egypt and/or the broader Middle East North Africa (MENA) region
Experience and facility with developing strategic plans, workplans, and/or activity plans for large service delivery programs in the MENA region
Extensive, progressively increasing work responsibilities in public health, with significant experience in a senior leadership position on a project that is implemented on a similar scale and in a similar context as Egypt
Experience working on USAID-funded projects and knowledge of USG regulations
Strong supervisory experience
Strong, demonstrated oral and written communication skills in English and Arabic, with a high comfort level with writing and presenting data and information in a compelling way to a variety of audiences, and the ability to communicate effectively across technical disciplines and with non-technical audiences
Strong, demonstrated analytical, organizational, and problem-solving skills
Experience interacting with agencies in a host country, including central and local government, development partners, civil society, and community-based organizations
Experience with oversight of local capacity development efforts
Experience working with local partners to ensure adherence to all sub-award requirements
Professional Expertise/Competencies Preferred:
Experience working in both the public and private sector (preferred)
