About the Education Pathways to Peace in Mindanao (Pathways) Program
The Pathways program is a six-year education program supported by the Australian Government in partnership with the Government of the Philippines and implemented through the Ministry of Basic, Higher and Technical Education (MBHTE) of the newly installed Bangsamoro Autonomous Region in Muslim Mindanao (BARMM). The program’s key outcomes are to: reduce disparity and improve participation and education performance of boys and girls, particularly those experiencing disadvantage within the BARMM; and, support sustainable positive engagement and collaboration of key actors and stakeholders in providing and supporting conflict sensitive quality basic education services.

Pathways’ core program is focused on strengthening K to 3 education and addressing the key challenges associated with its delivery.

The program directly supports initiatives of the MBTHE to improve K-3 education across the BARMM.

About the position
The Deputy Team Leader – Programs is part of Pathways senior management team, accountable to the Team Leader for ensuring effective oversight, coordination, and leadership of program technical functions, and the delivery of a coherent technical strategy and implementation plans, aligned with the program results framework and implementation principles. The role leverages expert knowledge and understanding of the education sector and governance and accountability processes in fragile, conflict, or transition settings, adapting to a rapidly changing context and responsive to continuous political economy analysis.

The Deputy Team Leader – Programs manages a team of Technical Lead Advisers (Curriculum, Learning and Delivery; Teacher Development; Policy and Planning; Institutional Strengthening) and short-term specialists (other than those directly reporting to the Team Leader). He/she ensures that a coordinated and strategically coherent body of technical work, aligned with EOPOs, is carried out by the team and/or partner organisations working on Pathways technical delivery. He/she will strategically guide Technical Lead Advisers and ensure they work in a complementary and politically astute manner. He/she reports directly to the Team Leader and forms part of a senior management team with the Deputy Team Leader (Operations), the Monitoring, Evaluation, Accountability Research and Learning (MEARL) Lead, the Senior Education Adviser, and the Strategy Adviser, ensuring an integrated approach to program delivery.

The Deputy Team Leader – Programs is accountable for the quality of program technical deliverables, providing oversight of technical intervention activities, and responsible for providing guidance on how cross-cutting themes such as political economy analysis (PEA); gender, equity, disability and social inclusion (GEDSI), child protection, peacebuilding, and sustainability can be integrated in program activities, liaising with relevant specialists in these areas. He/she will support the Strategy Adviser in driving strategy for effective engagement between all key stakeholders, ensuring communication and engagement plans are informed by robust, up-to-date, objective and politically informed stakeholder analysis, and that the approach to engagement is sensitive to political and peace building/transition dynamics.

The key responsibilities of the position include, but are not limited to:

1. Lead Political Economy and Governance analysis and ensure the technical program is responsive to this analysis.
2. Drive and provide leadership in the development, implementation and ongoing review of the program’s technical strategy and contribute to other key program deliverables such as the Six-Monthly Progress Report, Quarterly Progress reviews, Strategic Monitoring Reports, and Annual Reports for consideration by EPCC, DFAT and PSC.
3. In consultation with the Team Leader, oversee development and implementation of a work plan which formulates project activities, deliverables, and budget needs for the program in accordance with the DFAT annual planning cycle, assuring timely disbursement of funds.
4. Oversee and direct the work of Technical Lead Advisers and short-term technical specialists to ensure work is aligned with the technical strategy, results framework and annual workplan, and is informed by the program’s delivery approach and implementation principles.
5. Working with the Team Leader, lead on engagement with stakeholders on technical matters, including overseeing Pathways’ support for Technical Working Groups, provision of technical assistance and organising of lessons learning, consultation and participatory planning sessions. This will require a politically sensitive approach that will maintain Pathways’ role as an objective, politically neutral and trusted adviser to all stakeholders.
6. Working with the Lead Technical Advisers, ensure that project technical assistance needs are identified, suitable scopes of work are developed, and technical assistance contracts drafted, executed and monitored, consulting with the program management and MEARL teams to ensure compliance with program results and performance frameworks and operational policies.
7. Provide oversight to Lead Technical Advisers in undertaking facilitation, capacity development and institutional strengthening activity through embedded and other forms of support, ensuring this is driven by stakeholder priorities and needs.
8. Appraise the quality of operations activities, performance targets and all technical deliverables, from the design and commissioning stage (if done through partners or consultants), through to quality assurance and approval of final deliverables, and working closely with responsible Lead Advisers, ensuring activities are aligned with program management and monitoring and evaluation systems.
9. Lead on the development of certain technical deliverables, as agreed with the Team Leader, such as policy papers, lessons learning reports and briefings.
10. Play a key role in the delivery of Quarterly Strategic Review meetings that review program progress, emerging results, and data and evidence from research and learning activities, to inform ongoing planning and decision making, in line with Pathways’ politically smart, adaptive management approach.
11. Provide technical support to the management of Pathways’ Responsive Innovation Fund (RIF) and Responsive Advisory Fund (RAF), such as Terms of Reference (ToR), concept notes and proposal development, ensuring that activities identified for funding under either mechanism contribute to overall technical strategy implementation and learning.
12. Support the Team Leader and Program Manager/DTL operations in ensuring that proper action is taken to maintain timely, quality and cost-effective implementation of plans, including activity component budget analysis and risk management.
13. Provide performance management, coaching and mentoring support to the program team to foster a culture of knowledge-sharing, learning and results-based delivery that is adaptable to evolving external and internal program contexts; and strong professional relationships with counterparts.
14. Promote teamwork to ensure that the technical elements of the program are integrated with other pillars, including MEARL, program management, RIF management and communications, and that these are compliant with all relevant policies and frameworks, including safeguarding requirements.
15. Advise, as required, on national and regional policy and practice in the education sector; provide policy briefs on key thematic and technical issues identified using gender mainstreaming and adaptive programming approaches.
16. Support internal and external audit of program partners and grantees.
17. Support the Team Leader to identify opportunities for engagement(s) at the strategic-level and assist with such engagement to strengthen Pathways’ positioning, as required.
18. Complete other program-related tasks assigned by the Team Leader.


The following are essential and desirable attributes in terms of skills and experience needed to perform this role successfully.


1. Extensive senior level professional management and technical advisory experience in international development or public sector reform programs;
2. In-depth experience of working on education and/or governance reform, working with bilateral donors or other development agencies;
3. Senior level experience successfully managing diverse and talented staff and a proven track record in motivating staff, delegating responsibilities, facilitating teamwork and collaborative efforts to achieve the program outcomes;
4. High level analytical skills to guide program activities in dynamic and complex settings, with an ability to operate flexibly, adaptively and in a politically smart manner is essential. Experience of using adaptive management and political economy informed program management and technical approaches is necessary;
5. An ability to work collaboratively with counterparts, partners and stakeholders to achieve outstanding results;
6. Excellent writing skills and demonstrated ability to produce high quality program reports and technical deliverables in a timely manner;
7. Proficiency in client and stakeholder management and an ability to engage both in a sensitive and political astute manner. Experience of working in fragile, conflict or transition settings is highly desirable, with experience of Mindanao also valuable;
8. Decision-making ability and sound judgment tested in substantial technical and management settings;
9. A results-oriented attitude, with an ability to ensure that technical deliverables are aligned with overarching strategic and results frameworks;
10. Proven problem solving, analytical and evaluative skills;
11. Experience in budget management with demonstrable financial analysis skills;
12. Effective interpersonal communications skills;
13. Professional integrity;
14. Ability to travel in all project areas;
15. Fluency in English.


16. Qualifications in international development, public sector reform, social sciences or education;
17. Experience working in, or demonstrated understanding and passion for issues associated with the peace process/governance of the Autonomous Region of Muslim Mindanao;
18. MS Office proficiency.
