Job Description

 

The Director of Grant Finance and Compliance will be responsible for developing and implementing ZL policies and procedures pertaining to donor compliance and financial management of restricted funding. She/he will work closely with the Senior Director of Finance and the ZL central and site-based administration and financeteams to increase capacity throughout ZL in all aspects of financial grants management including grant budget development, donor pre-award assessment, expenditure review and reporting, grant closeout, and grant audit. She/he will also build ZL capacity in, and monitor compliance with, other crosscutting areas of donor compliance,such as categorization of staff payments and contracts, allocations of staff time and timekeeping, supply chain and procurement, conflicts of interest, fraud and bribery prevention, sanctions screening, and tracking of space, equipment and commodity usage for allocation to restricted funds. She/he will support the Senior Director of Finance in managing the annual Single Audit of U.S. federal funds and will be responsible for keeping the Senior Director of Finance and other ZL leadership informed about grant spending and revenue. This position will be based in Haiti.

 

Specific Responsibilities

  • Oversee preparation of budgets, financial reports, invoices and other financial documentation as required for restricted funding; ensure all such submissions are complete, accurate and on time
  • Develop andoperationalize policies and proceduresensuring compliance with donor financial requirements and other donor terms such as procurement restrictions, conflict of interest management, fraud and bribery prevention, and sanctions screening; train and build staff capacity organization-wide to ensure compliance with such policies and procedures
  • SupportZL finance staff, site administration,and project management teamsin identificationand mitigation of donor compliancechallenges
  • Analyze, interpret and applydonorfinancial rules and regulations
  • Respond to donor pre-award financial and compliance assessments, and donor-led project-based audits
  • Support Director of Finance in managing annual Single Audit of U.S. federal funds

    

Qualifications

  • Bachelor’s degree in finance, accounting or related field
  • 6-8 years of financial and compliance management of USAID, Global Fund, World Bank, and other government and multilateral grants
  • Comprehensive knowledge of U.S. federal laws and guidelines for administration of federally-funded grants including the Uniform Guidance
  • Advanced Excel skills
  • Excellent interpersonal and communications skills and demonstrated ability to work across a range of cultures, personalities and competencies
  • Strong critical thinking: ability to solve problems creatively in order to meet organizational goals and objectives
  • Fluent in Haitian Creole and/or French and English
  • Willing to travel to ZL sites regularly
