This Opportunity:
Palladium is seeking a Director of Monitoring, Evaluation, and Learning (MEL) for a USAID anticipated 5-year USAID-funded Zimbabwe Maternal, neonatal and child health and family activity. This activity will reduce maternal mortality and morbidity through increased access to comprehensive, voluntary family planning services to poor and underserved populations in Zimbabwe. The suggested activity objectives are:

To improve demand for and the availability of quality MNCH services
To increase the use of MNCH services, targeting hard-to-reach populations
To strengthen community systems and linkages for integrated MNCH services
To improve Ministry of Health and Child Care (MOHCC) capacity for MNCH policy implementation
To increase awareness of comprehensive, voluntary FP methods, particularly LAPM methods, among underserved women and men aged between 15 -49 years by 2028.
To provide comprehensive voluntary and free FP services to women and men from poor and underserved communities through mobile clinical outreach nationwide and the private sector by 2028.

Key Competencies Required:
Guide development and implementation of project MEL plan(s), indicator reference sheets, results reporting, data use systems and activities, and the project evaluation strategy
Ensure project M&E plan aligns with project’s theory of change. Design and develop measurement approaches, such as outcome mapping and harvesting, to ensure alignment between project goals and objectives, process outcomes, and desired impact
Assess procedures for collecting, storing, and reporting indicators, establishing baselines, measuring changes in status, attributing results to project activities, and assessing the overall impact of project results
Support team to design a strategy that will inform work plan development allow for timely adjustment to work plan activities based upon monitoring findings to achieve results
Contribute to the design and implementation of capacity strengthening on a variety of MEL topics within the project team
Support and contribute to the development of flexible, adaptable, and user-friendly measurements, learning, and knowledge management mechanisms
Lead the development of and support implementation of learning agenda(s), including prioritizing learning questions and identifying evidence gaps; participate on the design of a strategy to periodically disseminate monitoring findings to stakeholders and incorporate their feedback
Support the institutionalization of a collaborating, learning & adapting (CLA) approach, fostering a learning culture, and facilitating evidence-based decision making and innovation
Develop project reports and other documentation of project MEL approaches and findings
Manage budget and all related reporting for project MEL activities

Professional Expertise/Competencies Preferred:
Master’s degree or higher in public health, social sciences, or other relevant discipline.
A minimum of 7 years working on monitoring and evaluation in public health.
Demonstrated expertise in designing rigorous quantitative and qualitative data collection systems and knowledge of methods for data analysis.
Solid understanding of USAID regulations and M&E reporting requirements.
Hands-on practical experience setting up and managing MER systems for health programs in developing countries, and the ability to coach and train others in their use.
Experience in knowledge management and dissemination of research findings.
Excellent report writing, analytical, and oral presentation skills.
Must be fluent in English.
