These Opportunities:
Palladium is recruiting for eight (8) positions for a USAID-funded project that aims to support Ethiopia’s health sector in planning, implementing, regulating, institutionalizing, and sustaining the quality improvement efforts in the country for improved client satisfaction and health service utilization to improve health outcomes. These roles will provide operational and managerial support to the COP, technical, and administrative teams, and will support overall project activities. S/he must have an appropriate balance of leadership and interpersonal skills and experience and the ideal candidate must have experience in Ethiopia and/or East Africa. Ideally these candidates will be recognized leaders in their field and will have some experience in administrative capacities or RMNCAH service delivery, quality improvement and quality assurance models and approaches, data use, health financing, or community health services. Quality Assurance (QA)/Quality Improvement (QI) Manager

This Opportunity:
The Quality Assurance (QA)/Quality Improvement (QI) Manager will be responsible for providing strategic, technical leadership, and management support for to the process of identifying proven, harmonized and scalable Quality Improvement (QI) strategies and approaches to support and sustain the implementation of inclusive and equitable RMNCAH services in selected urban and peri-urban health facilities and referral hospitals. In collaboration with stakeholders and partners, the Manager will support the implementation of harmonized national QI/QA data use guidance appropriate for urban and peri-urban Primary Health Care Units (PHCU) and Woreda referral facilities. The Manager will collaborate with QA/QI project staff on effective methods to build working relationships with the Federal Ministry of Health, Regional Health Bureaus, Woreda health offices, and other development partners via the RMNCAH Technical Working Group (TWG) and relevant stakeholder forums.

Key Competencies Required:
Master’s degree in public health, healthcare quality required; a Medical Degree preferred. Demonstrated experience in leading QA and QI interventions in the context of RMNCAH and health systems strengthening initiatives in Ethiopia or similar settings. Demonstrable experience in supporting QI interventions at all levels of the health system, preferably at district and facility levels. Knowledge of QA/QI project management principles and ability to work with teams at different levels of the health system. Strong oral and written communications skills in English.

Finance and Administration Manager

This Opportunity:
The Finance and Administration Manager will support the management of project finances to ensure effective use of resources to achieve project objectives in compliance with all donor requirements. Ensure financial monitoring systems provide timely and relevant reports to Palladium staff, including analysis and tracking of grant commitments (i.e., cash advances), cash flow forecasts, obligations, awards, and liquidations, to support efficient and accountable implementation. Design and implement systems and procedures in compliance with Palladium standards, including systems and procedures to mitigate risks. Monitor annual budget and financial projections and develop realistic financial forecasts for proper project planning.

Key Competencies Required:
Master’s Degree or higher in Business Administration, Finance, Accounting or any other relevant field. Professional qualification in CPA or ACCA will be an added advantage. Experience managing, in increasing roles of responsibility, finance, procurement, contracts management, logistics, safety and security, and/or human resource related matters for international development activities. Extensive experience managing USAID contracts of $10 million or more per year dollar value. Thorough knowledge and understanding of professional accounting principles, theories, practices and terminology as well as principles and accepted procedures associated with USAID regulations is highly desirable. Strong oral and written communications skills in English.

Digital Health/Technology Advisor

This Opportunity:
The Digital Health/Technology Advisor will be responsible for providing oversight of data and MIS operations within IQH under the supervision of the COP and provides collaborative support with the MEL/CLA/KM team in designing, developing, and implementing data systems and approaches that strengthen data management. The Advisor will also be responsible for oversight of digital approaches and provides collaborative support in designing, developing, and implementing digital approaches and utilizing modern technology within IQH systems.

Key Competencies Required:
Master’s degree in public health, public administration, digital technology, healthcare administration, or a related field. At least 5 years’ of progressively increasing responsibility work project management with at least 3 years in a senior leadership position on a project that is implemented on similar scale and context similar to IQH. Experience implementing large-scale digital health projects with a high comfort level with writing and presenting data and information in a compelling way to a variety of audiences. Familiarity with DHIS2 and experience with advisement to country teams on technological implementations and innovations and the ability to communicate effectively across technical disciplines and with non-technical audiences. Strong oral and written communications skills in English.

Senior Technical Advisor, Gender, GBV, and Inclusion

This Opportunity:
The Senior Technical Advisor, Gender, GBV, and Inclusion will be responsible for providing technical assistance and capacity strengthening to grantee organizations to integrate gender into program activities and mainstream gender into organizational policies and practices. The Advisor will develop tools, frameworks, and resources to enable grantee organizations to integrate and mainstream gender into their programs and organizational policies and they will provide gender technical guidance and gender awareness training to project staff and grantee organizations. The Advisor will contribute to the design, implementation, and reporting related to project technical, capacity strengthening, and grant making activities, including development of a case study on the project’s activities to promote gender equality, review all project materials and products to ensure they incorporate a gender perspective, and monitor and report on gender activities for submission to USAID.

Key Competencies Required:
Master’s degree in public health, sociology, GESI studies, international development, or a similar field is preferred. At least 5 years’ of progressively increasing project management responsibility on a project that is implemented on similar scale and context similar to IQH. Demonstrated ability to integrate gender in the design, implementation, and monitoring and evaluation of health projects required. Strong experience strengthening the capacity of organizations to mainstream gender into their policies and practices required. Strong experience conducting gender analyses and using the information to inform project design required. Experience working to address gender barriers to uptake of health services. Strong oral and written communications skills in English.

Technical Advisor, MNCH

This Opportunity:
The Technical Advisor, MNCH will be responsible for providing strategic, technical leadership, and management oversight for RMNCAH activities within the program. S/he will provide technical support for technical direction and oversight in the design, implementation, and monitoring of strategic and innovative RMNCAH approaches. The Advisor will oversee and participate in the preparation of necessary technical and program-related reports, including presentations, white papers, technical briefs and peer-reviewed publications on innovation, scale up and sustainability of RMNCAH quality of care improvement. The Advisor will support training and capacity development efforts in support of project RMNCAH activities and deliverables.

Key Competencies Required:
Medical degree or advanced nursing degree in women’s health, public health, or a related field. Progressively increasing responsibility in public health with experience in a senior technical leadership position on a project that focuses on RMNCAH quality of care improvement in Ethiopia or similar settings. Recognized technical leader in maternal, new-born, child and adolescent health quality of care improvement initiatives. Experience in interacting with technical working groups, host country agencies, including national, regional and woreda level leaders and teams, development partners, civil society, private sector, and community-based organizations is essential. Strong oral and written communications skills in English.

Collaborating, Learning, and Adapting (CLA)/Knowledge Management (KM) Specialist

This Opportunity:
The CLA/KLM Specialist will be responsible for leading the development and implementation of the IQH CLA strategy in close collaboration with the project leadership, technical staff, and in-line with the Mission’s priorities. They will lead IQH in the development of learning agenda, consistent with overall activity strategies. The Specialist will plan, establish, and direct a wide range of IQH interventions (special studies, after action reviews, partners meetings, learning surveys, on-line engagements) to inform and advance the IQH CLA Plan. Support program decision-making on interventions to advance and integrate CLA best practices. Guide and collaborate with IQH technical teams on utilization of research design and methodologies, applied research studies, impact assessments, capturing and sharing new knowledge, engaging stakeholders in CLA, and applying learning to ongoing IQH activity design and management. Develop interactive learning opportunities that inform subsequent work plans, IQH activity designs, target setting, assessments, studies, and potential adjustments in IQH activity implementation.

Key Competencies Required:
Master’s Degree in the field of organizational learning or development assistance such as public, business or development administration, knowledge management, economics, statistics, development studies, social science or other relevant field. A minimum of five (5) years of progressively responsible, professional experience in organizational or action learning, development, consulting, and/or knowledge management. A strong background in monitoring and evaluation of development programs, experience in the application of various assessments, learning and evaluative methods and field research experience. Demonstrated experience in designing, facilitating, and evaluating tailored learning activities, across a variety of themes, forums and stakeholders. Strong oral and written communications skills in English.
