This Opportunity:
The United States Agency for International Development (USAID) plans to establish a five-year project to strengthen community resilience in targeted areas of Central Asia.
The activity will work with government and non-governmental entities to identify the evolving risk to Central Asia, but approaches will be tailored on a country-by-country basis. The activity will work at the grass-roots level with vulnerable groups and communities at risk for community marginalization and women as a unifying force to support those at risk for community marginalization. The goal of the new activity is to significantly decrease the upward trend of young people and communities turning to violent groups by providing them with greater social cohesion and opportunities.

This is a full-time position based in Almaty, Kazakhstan and contingent upon contract award.

Reporting and Supervision:
The Finance and Administrative Director will have direct supervisory authorities over the finance and operations teams and will report directly to the Chief of Party.

Primary Duties and Responsibilities:
Provides overall management of administrative operations including logistics, procurement, budgeting, finances, human resources, information technology, property, and security
Ensures project adherence to US government financial rules and regulations
Responsible for providing quarterly financial reporting
Oversee effective systems for project administration and operations, including grants, subcontracts, procurement, and compliance
Support COP to maintain effective working relationships with donors and key government officials related to finance and administration
Support the annual workplan and budget processes and other strategic planning
Manage the procurement process including negotiating competitive prices and documentation in accordance with operational policy, compliance, and best practices
Supervises financial operations and monitoring of obligations, budgets, and expenditures
Develops internal control measures to ensure accurate and timely financial reporting
Conducts internal and coordinates external financial audits
Key Competencies Required:
A minimum of 8 years of relevant work experience managing finance, administration, and operations activities for complex and large-scale donor funded programs and BA degree in related field (business administration, finance, etc.).
Demonstrated experience in management/supervisory role; minimum 5 years
Experience managing financial and legal requirements of USAID project
Experience working with local organizations as part of subgrants/subcontracts
Experience with and understanding of USG and USAID financial procedures, rules, and regulations
Financial management experience including budgeting, financial management (tracking, reporting, accounting, and procurement).
Professional English and Russian language abilities (reading/writing/speaking)
