Our Work In Sierra Leone:

Partners In Health (PIH) began supporting the government of Sierra Leone in response to the Ebola epidemic in October 2014. Recognizing the large need for continued investments in the health system after Ebola, PIH is committed to long-term health system strengthening in support of the Ministry of Health and Sanitation (MOHS), guided by the same principles as our emergency response and our work around the world: public sector accompaniment, integrated and comprehensive services, social justice, nimbleness and flexibility, partnership, community ownership, and evidence-based interventions. In the aftermath of the epidemic, PIH is committed to supporting the delivery of comprehensive health services in Sierra Leone, from the community level to the health centre and to referral hospitals.

Position Overview

The Finance Manager will be ultimately responsible for the management of PIH finance and accounting activities as part of a large, multi-year program of work funded by an international institutional donor. This will include oversight of all PIH finance and accounting activities in Kailahun district.

This manager will have responsibility for managing three Kailahun-based and one Freetown-based finance officer, as well as the accurate and timely reporting of Kailahun’s and the project’s monthly expenditure and overall compliance with grant agreements as well as internal finance and procurement policies.

The Finance Manager will be the primary contact for PIH staff, employees and vendors on finance related issues in Kailahun District, and will work with the Finance Director, Senior Project Manager and Senior Grants Manager on finance-related issues that form part of the overall project. The Finance Manager will also be responsible for managing PIH Sierra Leone’s relationship with Kailahun banking institutions.

As a critical member of the Sierra Leone PIH finance team, the Finance Manager will support the Finance Director to manage national cash flow, budgeting and PIH Sierra Leone’s balance sheet, and will support the Senior Grants Manager in managing project compliance and reporting.

Essential Duties and Responsibilities:

General Responsibilities:

  • Finance Manager will be responsible for the accurate and timely reporting of Kailahun’s monthly expenditure and oversee the work performed by the Kailahun finance team.
  • Finance Manager will be responsible for sound financial management of all project funds and project bank accounts.
  • The Finance Manager will be the primary contact for PIH staff, employees and vendors on finance related issues in Kailahun District.
  • The Finance Manager will support PIH Sierra Leone’s overall compliance with the project grant agreement as well as internal finance and procurement policies, working closely with the project Senior Grant Manager.
  • The Finance Manager will also be responsible for managing PIH Sierra Leone’s relationship with Kailahun banking institutions
  • As a critical member of the Sierra Leone PIH finance team, the Finance Manager will be a valued advisor to Finance Director on all banking, tax and legal matters.

Specific Responsibilities:

  • Direct supervisor of three finance officers in Kailahun and one project finance officer in Freetown
  • Monthly review and reconciliation of the Freetown withholding tax schedule.
  • Monthly posting of all bank account reconciliations in Serenic.
  • Supporting the Finance Director to address Program Managers financial coding and budget queries
  • Act as the primary point of contact for Kailahun-based banks. Work withKailahun bank team to resolve any banking related issues including those surrounding PIH salary transfers.
  • Ensuring compliance with PIH’s donor requirements, procurement and finance policies for the project, and for all activities in Kailahun district.
  • Ultimate responsibility for maintaining and storing appropriate audit evidence for all finance matters.
  • Responsible for monitoring PIH’s payable balances with key vendors and ensuring they are paid down on a regular basis to assist budget management and maximize vendor relationships.
  • Assisting the finance team by covering other positions when team members are on leave and performing ad hoc tasks as needed.

Primary Deliverables:

Finance Capacity

  • Responsible for finalization and reconciliation of the Kailahun combined withholding tax schedule each month.
  • Responsible for providing the Finance Director with reviewed & reconciled bank and WHT NRA templates each month.
  • Responsible for monthly posting of all bank account reconciliations in Serenic.
  • Responsible for preparing quarterly reporting on PIH Sierra Leone’s debtor position. 

Stretch Deliverables / Development Areas:

  • Managing the monthly amortization and reconciliation of prepaid expenses
  • Monthly reconciliation of accrued expenses in Serenic

How performance will be assessed:

  • Quality and timeliness of primary deliverables each month.
  • Feedback from the Kailahun Finance Team on the on the job coaching provided by the Finance Manager.  
  • Feedback from PIH Kailahun staff on the support provided to their programs by the Kailahun finance team.
  • Feedback from the Grant Managers on the level of compliance maintained by the Kailahun finance team.
  • How efficiently banking issues are resolved.

Education and Work Experience Requirements:

Qualifications

  • A minimum of three years relevant work experience in finance
  • Experience working in Finance for an international NGO with donor-funded projects
  • Bachelor’s degree in Finance, Accounting, Business management or similar
  • Highly numerate with strong Excel skills and adequate writing skills
  • Experience working with individuals of various skill sets and cultures.
  • Excellent facilitation, oral and interpersonal communication, and presentation skills including excellent writing skills.
  • Excellent planning and prioritization skills as well as creative problem-solving and analytical skills.
  • Strong project management and time management skills; highly organized and detail-oriented.
  • Ability to work independently and effectively in high-pressure, fast-paced environment and handle multiple priorities simultaneously.
  • Ability to work with patience, humility, and a sense of humor.
  • Commitment to health and social justice.
  • Ability to live in Sierra Leone full-time required.
