This Opportunity:

The Data Informatics and Analytical Solutions (DIAS) Practice is
seeking a Global Health Security (GHS) Senior Technical Advisor for Information Systems to be based
in the US. The DIAS Practice is a dynamic and innovative group working together
to strengthen and harness digital and data ecosystems to accelerate development
investments and outcomes.

The GHS Senior Technical Advisor serves as part of a team working to
grow a portfolio of work in Global Health Security, disease surveillance, One
Health and preparedness and response.  The GHS Senior Technical Advisor will be the focal point in DIAS to contribute
to the development and implementation of a Palladium-wide strategic growth
plan.  This position will
also provide specific support to projects and programs working to prevent,
detect and respond to disease outbreaks.

Primary
Duties and Responsibilities: 

Strategic Growth

In collaboration with the GHS growth team and other relevant technical counterparts across Palladium, develop the company’s growth plan to prevent, detect and respond to infectious disease threats. This
position will be oriented to information system design, optimization and
integration, data analytics and the application of innovative digital
solutions.
Primary responsibilities
include:

  • Formulate partnerships and collaborations with relevant organisations and networks for strategic growth in GHS, including representing Palladium to governments, donors, partners and other stakeholders, through thought leadership at international meetings, ministry-level events, technical working groups, one-on-one meetings and communities of practice; manage existing relationships.
  • Stay up-to-date on the evolving field of global health
    security, keeping abreast of relevant WHO and CDC/other USG guidelines and
    priorities for infectious disease surveillance, drug resistance, and
    implementation of the International Health Regulations. 
  • In collaboration with GHS growth team, identify, assess, and pursue new business opportunities in line with Palladium’s growth strategy; lead selected active pursuits and write relevant sections.
  • In collaboration with the Information Systems Director, formalize an internal DIAS GHS service line within Palladium; communicate offerings to Palladium business units globally, develop processes with other portfolios and business units to support the GHS workstream development and growth.
  • Stay abreast of and integrate innovative solutions for information systems, data analytics and digital solutions into Palladium projects, business development and corporate initiatives.
  • Working with other DIAS portfolio leads and project directors, lead the development of a communication plan to communicate Palladium’s technical leadership and excellence in harnessing data and information systems to strengthen GHS internally and externally.
  • Contribute to raising company awareness raising and building capacity in the fields of GHS, One Health, disease surveillance, etc.

Implementation

  • Work with project teams to advise, plan, develop,
    coordinate, and implement the programmatic workplan related to data systems for
    infectious disease surveillance. Illustrative data systems include those for case
    reporting, laboratory reporting or event-based surveillance of diseases in humans
    and/or animals.  
  • Advise clients on the design and implementation of country-level enterprise architecture, for strengthening of epidemiologic surveillance systems devising and recommending methods and procedures to strengthen the governance framework. Improve coordination between intended users and developers. In collaboration with the Director of Information Systems, develop standard operating procedures and provide leadership in training and implementation as relevant to the projects.
  • Interface with clients and other project stakeholders to plan, implement, review and report on projects as needed (including activities such as requirement analysis, software development life cycle, vendor selection and negotiation, stakeholder engagement, capacity building, and strategic informatics).
  • Working with the Directors of Information Systems and Infectious Disease, ensure guidance on best practice and industry standards are communicated to project teams; guide staff on technical implementation ensuring adherence to standards, industry best practices and key strategic guidance.
  • Serve as activity lead on GHS projects serving as the interface with clients and other project stakeholders to plan, implement, review and report on projects as needed and requested.
  • Maintain project documentation up-to-date, including project schedule, architectural schemas, training materials.
  • Collaborate with public health leaders responsible for health outcomes to determine the most effective and efficient ways to capture and visualize data. Collaborate with Palladium experts in areas such as software development, data interoperability to discern options and present to in-country counterparts.

Reporting
requirements include:

  • This position reports to the Information Systems Director in DIAS.
  • Weekly meetings (either in-person or via Teams/phone).
  • Emails as needed.

Key
competencies and professional expertise required:

  • Demonstrated experience leading information systems projects
    and programs to support GSA for USG and/or CDC. Leadership should include technical project
    and product management, as well as leading  client engagement.
  • Demonstrated experience contributing to business development
    – writing technical sections, acting as lead technical writer, contributing to
    project design, developing workplans and budgets, etc.

  • Comprehensive understanding of how information systems for surveillance
    fit within Health Information Exchange architecture and can leverage data from
    open-source global good digital health software products such as DHIS2,
    OpenLMIS, iHRIS, OpenIMIS, OpenMRS, CommCare.
  • Experience developing information systems that integrate surveillance
    for infectious diseases in animals and humans, is an advantage, along with the effective
    engagement of ministries responsible for human health, livestock, wildlife and the
    environment.
  • Ability to develop high level strategic relationships in an international development environment.
  • Demonstrated experience developing strategic growth plans for USG and or other donors.
  • Strong understanding of the software development lifecycle and the Principles for Digital Development as well as Adaptive Management.
  • Demonstrated experience in global health security and
    relevant fields of epidemiology, drug-resistant and dangerous pathogens, and
    OneHealth.
  • Demonstrated experience with effective use of
    data, and innovative data analytics for the early detection, prevention,
    management, and response to disease outbreaks

  • Experience managing an agile team of individuals and
    projects, with experience in matrix management and change management strategies
    preferred.

  • Ability to work in a dynamic and agile environment with changing requirements and priorities.
  • Demonstrated ability to work effectively as a member of a fast-moving and multicultural team.
  • Excellent written and verbal communication skills in English.
  • Strong management skills with ability to mentor, coach, lead, develop and evaluate staff.
  • Ability to travel up to 25% of time.
