Project Overview and Role:
The USAID CATALYZE Private Sector Development (PSD) Activity is designed to strengthen inclusive and sustainable economic growth by increasing the quality and volume of financing and business services available to micro-, small-, and medium-sized enterprises (MSMEs) in high-growth-potential sectors in Sri Lanka. It is part of the USAID CATALYZE project, launched in October 2019, to unlock $2 billion over eight years in private sector financing for development impact, especially in underserved social sectors and frontier countries.
In Sri Lanka, CATALYZE PSD is co-creating innovative partnerships with high-impact financial institutions, private firms, and trade associations to design incentive schemes that lower the costs and risks of expanding finance and services for MSMEs, especially women-owned and women-led MSMEs. PSD also provides direct assistance to firms in target sectors to take advantage of specific growth opportunities.

This Opportunity:
Palladium seeks a HR & Admin Manager to be based out of the Activity’s Colombo office. The HR & Admin manager’s responsibility is to proactively carry out the Human Resources and administrative activities in PSD. This includes generalist responsibilities such as recruitment, employee on-boarding and off-boarding, training and development, employee relations, performance reviews, benefits administration, and other work that directly impacts employment life cycle. This role will independently lead HR and administrative activities in support of field office-based staff and work to improve and streamline HR processes. The HR & Admin manager will enhance the overall employee experience and help implement operational efficiencies for the team. The HR & Admin Manager will report to the Director of Grants, Operations and Finance and work closely with the entire field office team while liaising with home office for HR related functions.
Location:
The position is based in Palladium’s Colombo, Sri Lanka office. This is a one-year contract, with the possibility of an extension.

Primary Duties and Responsibilities:
Manage the recruitment plan as per the project plan
Ensure that proper position Job Descriptions and specifications are developed, annually upgraded and issue to all employees at the time of on boarding.
Support of hiring process of local consultants.
Ensure all logistic arrangements to international consultants are managed in timely manner.
Ensure timely on boarding in all positions by following all steps as per the onboarding procedures.
Conduct pre confirmation evaluations for all new joiners after the completion of first 3 months and give them the feedback of all positives and areas required to be get improved by themselves prior to the final probation evaluation /issue confirmation letters appropriately.
Ensure all required documents are maintained in the personal files in proper manner/order.
Maintain and update all employee benefits programmes and ensure that all new joiners are fully aware of them.
Maintain/streamline management guidelines by preparing, updating, amending and recommending human resource policies and procedures.
Monitor staff Leave and Attendance, check staff Timesheets & submitting approved timesheets for salary payment.
Ensure all accurate & timely information’s are provided to the outsourced payroll company.
Maintain leave tracker for all C staff
Handling Medical Insurance cover for staff
Liaise with Home Office in handling on-boarding/off-boarding of staff
Maintaining EPF/ETF register, obtaining EPF forms for new employees, forwarding dually filled forms to the Labor Department for the registration and obtaining registered “B cards”
Complete human resource operational requirements by scheduling and assigning employees as well as bi- annually conduct KPI reviews.
Key Competencies Required:
Master’s degree or equivalent in Human Resource Management or other relevant field.
Eight or more years of experience in Human resource management, administration, international development, or another relevant field
Ability to track and manage multiple activities at one time
Knowledge of local labor laws
Ability to flourish in a rapidly changing organization and operate comfortably with ambiguity and complexity
Experience promoting the value of diversity, equity and inclusion
Demonstrated ability to work effectively as part of a team and with all levels
Excellent verbal and written communication skills
Professional Expertise/Competencies Preferred:
Experience working with donor organization is an added advantage
Exceptional interpersonal skills and experience building relationships internally and externally
Ability to exercise discretion in handling confidential information
Creative and innovative problem-solving skills/conflict resolution skill
