Project Overview and Role:

The PALM scheme is the Australian Government’s new, integrated
approach to the Seasonal Worker Programme and Pacific Labour Scheme.

The
Pacific Labour Facility (PLF) facilitates seasonal and longer-term work
opportunities for Pacific workers in Australia. It connects Australian
employers with Pacific workers, supports the administration of the Pacific
Labour Scheme and provides targeted support to the Seasonal Worker Programme.

The Labour
Mobility Coordinator will provide strategic and operational
leadership to support the Department of Treasury Labour Mobility Unit (LMU) to develop
a quality supply of Pacific Workers for the work-ready pool, coordinate
efficient and transparent recruitment and mobilisation activities and support
the reintegration of workers back to PNG.

You will be responsible
for supporting the overall direction of the LMU, facilitate stakeholder
engagement to enhance the quality and quantity of workers available to
employers, and develop policies and processes to increase PNG’s labour mobility
participation in Australia and New Zealand.

Primary Duties and Responsibilities: 

It is essential that you have a demonstrated
ability to build productive and sustainable working partnerships with a variety
of stakeholders (including partner government, civil society, and the private
sector). Your experience will enable you to
maximise the impact of increased labour mobility and ensure effective
communication, cross-learning, and the sharing of knowledge among
stakeholders.

You will have experience mentoring
and leading teams to deliver high quality and timely results and have
experience in developing and implementing annual plans and budgets.

In your role,
you will also:

  • Drive initiatives by the LMU team to increase the supply of high-quality worker registrations
  • Drive improvement to the review, design, and delivery of Labour Mobility processes that support worker recruitment 
  • Identify innovative approaches to promote Labour Mobility opportunities for women, people with disabilities and those from remote communities, simultaneously monitoring issues of gender equality and social inclusion.
  • Support worker reintegration initiatives by leveraging connections with other local and DFAT funded programs and in-country networks.

Required Qualifications:

  • Tertiary qualifications in Commerce, Economics, Human Resources, Public Administration, and International Affairs or equivalent (or with work experience).
  • Excellent skills in the use of Microsoft Office products including Word, Excel, PowerPoint, Outlook.
  • A working understanding of or ability to adapt quickly with current issues in relation to circular labour mobility, including related policy and regulatory frameworks, and the ability to translate these to implementation.
  • Experience working with employer groups and industry groups to create demand for seasonal workers and longer-term employment.
  • Ability to produce high quality deliverables within tight timeframes.
  • Excellent English and Tok Pisin written and verbal communication skills for high level external engagement and report writing.
