EpiC Project Description:
Meeting Targets and Maintaining Epidemic Control (EpiC) is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). EpiC is dedicated to achieving and maintaining HIV epidemic control and the project provides strategic technical assistance (TA) and direct service delivery (DSD) to break through barriers to 95-95-95 and promote self-reliant management of national HIV programs by improving HIV case-finding, prevention, and treatment programming. In Central Asia, EpiC implements activities in Kyrgyz Republic, Tajikistan and Kazakhstan focused on expanding HIV case finding, and treatment initiation, adherence, and retention support for people living with HIV (PLHIV), with a focus on select key population groups. While EpiC has a regional approach in the overarching management of the Central Asia project, each country has its own targets, priority focus areas and expected deliverables.
The Ministry of Health (MoH) approved the standards of services for key populations under social contracting by its order #881 dated September 9, 2019. During 2019-2022, the Republican AIDS center (RAC) announced 2 rounds of social contracting projects of the type of public benefit projects. The approved standards of services have been implemented as part of these social contracting projects. Taking into account the experience of using the current standards of services the RAC requested updating the standards of services using the type of public procurement under the Law on Social Contracting. In this regard, the MoH established a technical working group (TWG) to update and revise the standards of services by its order #555 dated May 10, 2022.
In the FY21, EpiC held in-country consultations to determine the list of services provided to people living with HIV (PLHIV) and key populations. EpiC develod the list of services which should be included to the updated srandards of services as a result of the discussions. The updated standards of services will increase the opportunities for CSOs to obtain social contracting. In close collaboration with the RAC and the working group of the MoH, the consultant will lead the process.
Job Summary
The Lead Consultant will facilitate the process of updating the standards of services for the social contracting. Working with the Support Consultant, the Lead Consultant will be responsible for the entire process from updating the standards to submitting the draft standards and its approval to the Ministry of Health of the Kyrgyz Republic. The consultant will coordinate and communicate with the TWG of the MoH and the key country stakeholders. The consultant will report to Palladium’s Regional HIV Sustainability Advisor, and work in coordination with the EpiC Kyrgyzstan Project Director.
Key responsibilities:
· Prepare written suggestions on the content and structure for updating the standards of services
· Present and discuss these suggestions with the EpiC team and the TWG
· Develop the standards of services for key populations
· Get concurrence for the first draft of standards with the RAC
· Facilitate the TWG meetings on discussing the draft standards
· Assist to the RAC with submission of the draft standards to the MoH
· Communication with the MoH to receive feedback and finalize the standards according to the comments of the MoH, if necessary.
Minimum qualifications:
Advanced degree in public health, social sciences, economics, or medical field
Extensive experience in working with RAC and other HIV stakeholders in Kyrgyzstan
Based in Central Asia or nearby country
Must have excellent written and spoken English and fluency in Russian
Experience in HIV services standards development and social contracting of HIV services
Experience in leading coordination
Experience in co-facilitating technical meetings on HIV
Familiarity with health systems context in the Central Asia region and in the context of HIV
Excellent communication skills
