Reporting to the Director, BC Recovery Operation, the incumbent is responsible for providing technical contributions and program management support to CRC BC Recovery Operation. Specifically, support will include the development of a Disaster Risk Reduction (DRR) plan and the implementation of new and ongoing projects, including programming with specific communities around resilience building in relation to DRR and preparedness. The incumbent will provide support to DRR program (national and provincial teams) regarding prevention and preparedness, as well as liaise with external partners on this portfolio. This position will work closely with the Manager, BC Fires Community Partnerships and the Senior Manager, DRR, Emergency Management.
The position strengthens CRC DRR programming in recovery initiatives that enable the CRC to effectively and efficiently reduce the impact of disasters on people/communities most at risk. The DRR Manager will support the roll out of standardized tools, messaging and programs related to DRR and will ensure consistent, high quality programming that supports Recovery Plans.
Program Development, Planning and Implementation
Supports DRR planning and integration into the BC Fires Recovery operation as well as support DRR project design, implementation and monitoring:
Leads the development and implementation of the BC DRR Plan, working closely with Emergency Management DRR personnel
Contributes to DRR planning and implementation of programming in communities affected by the 2017 BC Wildfires
Ensures current programming meets Society standards and reflects the needs of vulnerable communities including Indigenous populations
Provide technical support to program design, implementation and monitoring of DRR initiatives
Prepares status updates on DRR activities and submits those to the Senior Manager DRR for review and monitoring purposes.
Prepares decision papers for DRR project applications and submits in accordance with the Project application review and approval process.
Completion of monitoring and reporting requirements both internally against BC Recovery Operations goals, the National DRR Strategy and Sendai Framework
Build and manage partnerships and/or technical support for implementation of DRR activities where applicable
Application of program promotional and educational materials in DRR learning and awareness initiatives
Contribution to the development of consistent evidence based public preparedness messaging with internal and external stakeholders
Contributes to the capacity building of the BC Recovery Operation team on DRR programming and to ensure accurate and timely reporting where required
Contributes to continuous learning within CRCS through collection and dissemination of lessons learnt and best practice in relation to DRR
Engages with CRC domestic counterparts for mutually sharing lessons learned and informing practice
Monitors and regularly shares developments in the areas of DRR
Contributes to BC DRR networks
Liaise as required with external partners on matters related to DRR as appropriate
Support implementation of the Society’s DRR Strategy within the CRC, including components of preparedness and community resiliency
Integrates volunteer resources within the scope of responsibilities, as required.
Participates in disaster planning, preparation and response, as required.
Contributes to a healthy and safe working environment.
Performs other duties, as required.
EDUCATION AND EXPERIENCE
Degree or similar professional qualification in Environmental studies, Development or related field.
3 to 5 years related DRR experience
Experience in working with Indigenous communities considered a strong asset.
Demonstrated experience in technical support and monitoring of DRR approaches to development.
Work experience with the Red Cross/Red Crescent movement is considered a strong asset.
Experience as a facilitator / trainer an asset.

Duties are principally conducted in an office environment. Travel throughout BC and other parts of Canada is required, often to remote areas where connectivity is limited and is reached by vehicle-only access. A demonstrated ability to work in stressful and often ambiguous conditions is required.
