Project Overview:
Funded under the US President’s Emergency Plan
for AIDS Relief (PEPFAR) through a cooperative agreement with the US Centres
for Disease Control and Prevention (CDC), Palladium Development and Consultancy
Kenya Ltd (Palladium Kenya) anticipates 5-year funding to support the Kenya
Ministry of Health, county governments and healthcare service delivery partners
to implement technological innovations in health information systems.
These innovations include the scale up of
electronic medical records systems (EMRs) for clinical decision support and
improved patient care, the enhancement
of the Kenya National Data Warehouse (NDWH), a centralized data repository of
data from EMRs for analysis and reporting, the development of an
interoperability layer to support the exchange of data across systems, the
enhancement of mHealth solutions and numerous other innovations including patient identification and informatics
solutions to support health surveillance.
Primary Duties and Responsibilities:
- Apply advanced data analytical skills to develop high quality information products from patient level data for epidemic control and disseminate through bulletins, abstracts, and manuscripts.
- Support the MoH and other partners in deeper interrogation, analysis and triangulation of existing evaluation, research, and program data to better inform epidemic control efforts.
- Coordinate the development of protocols and evaluation of the HIV/TB response in Kenya using individual level data from electronic platforms.
- Work with Implementing Partners and United States Government (USG) staff to implement HIS and HIV/TB program evaluation activities.
- Implement activities related to health care evaluation and public health research studies.
- Analyze data from existing electronic platforms and produce epidemiologically sound information products including abstracts, manuscripts, presentations, etc.
- Provide Technical Assistance (TA) to inform automation of information products from individual level data systems. The TA will cover the entire continuum of individual level data management: collection, transmission, collation, analysis, and interpretation.
- Capacity build internal and external stakeholders in statistical analysis and use, public health evaluation and operational research.
Required Qualifications:
- Medical
related Degree (Medicine, Nursing, Pharmacy) is required. A Master’s or a
higher degree in Public Health, Epidemiology, Field Epidemiology, Medical Statistics, or related field is also required. - At
least 5 years progressive public health experience and/or research
experience within the HIV/TB program. - Must demonstrate
experience in analyzing large datasets from
program/survey/surveillance data and
developing sound epidemiological outputs. - Must
have demonstrable experience using statistical analysis software such as R, SAS,
STATA, or SPSS and working knowledge of GIS
software. - Must
have a high level of detailed understanding of the structure and functions
of Kenya’s HIV epidemic response. - Must
have technical knowledge of epidemiology, statistical analysis, and
public health relevant to the HIV and TB epidemic. - Must
have published widely with at least 3 first-author publications in
reputable journals. - Must
have technical experience and knowledge in managing research/evaluation
projects and resources. - Must
be able to mentor project teams and workgroups on program evaluation and
manuscript and abstract writing. - Must
be able to devise innovative methods to manage both aggregate and
individual level data to inform epidemic response.
