Project Overview and Role:

Palladium seeks a Monitoring, Evaluation, & Learning (MEL) Manager for the USAID/Sri Lanka Private Sector Development (PSD) Activity, a 5-year, $12 million buy-in program under USAID’s global CATALYZE Blended Finance Mechanism. PSD is designed to support Small and Medium Enterprises (SMEs) in high growth potential sectors, as well as bolster women’s labor force participation in Sri Lanka. To do this, PSD will support SMEs to access technical assistance (TA) and financing needed to increase SME revenues, generate productive employment opportunities (including and especially for women), and ultimately contribute to economic diversification. The Activity is organized under four outcome areas: 1) Strengthen SME competitiveness in target sectors (i.e., tourism, ICT, the commercial care industry, and two additional sectors that will be selected based on their potential competitiveness); 2) Expand financial services to SMEs; 3) Support response to COVID-19.  

The PSD activity is
organized under these primary objectives: 

  • Capacity and Competitiveness of MSMEs Increased
  • Access to Finance for MSMEs Increased
  • COVID-19 Relief and Adaptation

 Primary Duties and Responsibilities: 

The Monitoring,
Evaluation and Learning (MEL) Manager will report to the CATALYZE: PSD Team
Lead, with dotted line reporting to the Washington DC-based MEL Senior Manager,
CATALYZE. S/he, working closely with the technical team, will implement the PSD
Activity Monitoring, Evaluation, and Learning Plan as  and monitor progress against the framework
indicators. Key responsibilities include but are not limited to the following:

  • Support project activities involving the collection and analysis of data for the execution of the Monitoring, Evaluation and Learning (MEL) plan
  • Develop tools and templates to assist in data collection for PSD staff, partners, and grantees;
  • Engage with partners and grantees to ensure timely and accurate data collection and reporting. Provide training, tools, and other support needed to support effective data collection and management
  • Assist in the implementation, dissemination and use of evaluations, assessments and monitoring data in program development, adjustment or review
  • Provide data visualization and analysis for project communications materials for internal, client, and stakeholders;
    Draft weekly reports for the client that capture key progress made across all PSD activities
  • Extract lessons and learning from events such as workshops and forums, research and studies, and reviews of policy design and implementation at national level
  • Contribute to learning through supporting specific analysis, lessons learned and reports;
  • Any other tasks as assigned.

Required Qualifications:

Degree in economics, statistics, international development, public policy, or related field with 8 years relevant work in data analysis and monitoring and evaluation activities, including 4 years experience supporting a large donor-funded project.

  • Effective communication skills, an ability to write effectively and to provide guidance and editorial support for staff from non-English speaking backgrounds
  • Proficiency in the use of MS Office applications such as Excel
  • Proficiency in the use of statistical software to support the conduct of statistical analysis
  • Familiarity with monitoring and evaluation work, preferably the MEL approaches employed by USAID
  • Excellent writing skills and demonstrated ability to produce high quality reports and program technical deliverables in a timely manner
  • Demonstrated proficiency in client management and coordination with multiple stakeholders and ability to engage in a sensitive and political astute manner
  • Demonstrated ability to establish good working relationships with key stakeholders at national and sub-national levels
  • Analytical, attention to detail, results focused
  • Ability to work independently and as part of a team, as required
  • Fluency in English.
