Project Overview and Role:
Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI).
The program’s base of operations is in Cotabato City and covers all five provinces of BARMM.

About the position

The Monitoring, Evaluation, and Learning (MEL) Officer will contribute to the development and implementation of Pathways MEARL Framework, which is aligned with MBHTE’s monitoring and evaluation systems. The MEL Officer will work under the direction of the MEARL Lead and closely with other team members. The MEL Officer will also contribute to creating opportunities for learning and sharing knowledge about the progress of Pathways program.
Under the supervision of the MEARL Lead, the Monitoring, Evaluation, and Learning Officer will:
Provide support in ensuring that the MEARL System will:
Capture both quantitative and qualitative information in measuring progress and attainment of outcomes (results) and provide information for the assessment, review and reporting of program performance;
Capture qualitative and quantitative information in assessing the improvement/change in institutional performance and the effectiveness and efficiency of strategies to do so;
Capture qualitative and quantitative information in assessing the current political and economy context;
Capture qualitative and quantitative information in assessing the effectiveness and efficiency of strategies to ensure gender, disability and social inclusion issues are addressed by the program;
Align with and contribute to the development of the DepEd-CO and MBHTE internal monitoring and evaluation systems, including the MEA process; and
Present appropriate and timely information and reports that meet different stakeholder needs. This includes the need for tight feedback loops to inform decision-making.
Assist in the implementation and periodic review of the MEARL Framework of Pathways program;
In collaboration with education counterparts and working groups at regional, division and school cluster level, contribute to the development and implementation of processes to monitor progress of activities and gather information and insights to be used to assess the potential for replication, scale-up and sustainability;
Provide inputs to and support the MEARL Lead for the design and implementation of an internal Quality Assurance system to ensure the quality of technical work undertaken;
Assist the MEARL Lead during the Strategic Monitoring Team missions;
Provide technical support for the monitoring and evaluation of activities being implemented under the Responsive Innovation Fund;
Collaborate with the Communications Manager and other team members in the design and implementation of learning events and the dissemination of findings and achievements of the program;
Contribute to fortnightly management dashboard, quarterly and annual progress reports;
In collaboration with the Data Management team, maintain and update a database of all Pathways and MBHTE information and data sets; and
Other duties as may reasonably be required by the MEARL Lead and Team Leader.

Required Qualifications:
The Monitoring, Evaluation, and Learning (MEL) Officer should possess the following qualifications, experience, skills and competencies:
Bachelor’s degree in social science, development management, mathematics, statistics, or related field;
Experience in data processing, management, development of M&E framework, information analysis, and report writing;
Familiarity with DFAT M&E requirements and work experience in Mindanao are desirable;
Strong analytical, qualitative and quantitative monitoring and evaluation skills;
Demonstrated experience in evaluation design, management, interpretation and reporting;
Strong, proven writing and reporting skills including expertise in the presentation and interpretation of data;
Ability to work collaboratively with counterparts to achieve outstanding results;
Excellent written and verbal communication, liaison, and interpersonal skills;
Fluency in English (written and spoken); and
In-depth understanding of the education sector in Philippines is desirable.
