CGD Europe, an independent, nonpartisan research organisation in London seeks a full-time Policy Analyst (Strategy) for its Global Health Policy programme. The successful candidate will have experience with research and policy analysis in health policy, economics, political science or a related field. The candidate must demonstrate outstanding analytic skills, both in academic research and applied policy analysis as well as organizational skills and experience with stakeholder management in a global environment.
The successful candidate will perform a range of strategy analysis and other duties in support of the Global Health Policy programme with a strong focus on the work of the International Decision Support Initiative (iDSI). The candidate will also work across the iDSI programme on monitoring, evaluation, reporting, communications and grant writing to meet iDSI’s strategic objectives. iDSI is a global reservoir of health, policy and economics expertise. It aims to support countries to make better decisions about how much public money to spend on health care and how to get the most from every dollar they spend. CGD is a core partner in this initiative and functions as the secretariat of the grant.
Regional focus areas include Sub-Saharan Africa and South Asia. Duties include, but are not limited to, the following:
Support the Programme Director, Policy Fellows and the iDSI Advisory Board with analysis that guide the strategic direction of iDSI
Lead the design and implementation of iDSI’s monitoring, evaluation and reporting systems
Contribute to iDSI communication strategy and outputs
Support the global health policy team at meetings and conferences related to policy and research priorities
Establish and maintain effective working relationships with a diverse range of parties involved in research and strategy advice projects, including CGD staff, national and international consultants and academics, clients, iDSI partners, the iDSI Board and global funders
Strengthen relationships with country partners
Synthesise evidence from a variety of international health care systems and evaluation programmes to provide a balanced view of the policy evidence base
Provide other research, writing, editing, and publishing of reports and articles for peer-reviewed journals, including collaborating with senior staff and members of the CGD communications team to draft blogs, policy briefs, and notes
Contribute to new grants applications to expand the work of CGD and iDSI
Support the design of, commission, review, monitor and quality assure work carried out by external iDSI consultants
Undertake frequent short and long-haul travel (up to 35% of the year and some trips lasting for 1-2 weeks or more) to ensure CGD and iDSI have the greatest impact in the countries we work in
Perform other duties within the range of skills and abilities of the post holder, as required in support of senior iDSI staff
The successful candidate will have the following qualifications, experience and skills:
Master’s degree in global health research, economics, or a related field; and research or policy experience gained in low- or middle-income countries
Track record of providing strategic advice to senior policy makers
Experience of and/or understanding of the role played by donors in global health
Experience of monitoring & evaluation and reporting to donors
Outstanding attention to detail; proven ability to advance research projects with hands-off supervision while being accountable for the accuracy of outputs
Competent in working in complex multi-stakeholder environments, and ability to quickly grasp the political dynamics of new contexts
Strong communication and writing skills in English, including the ability to communicate complex messages to a wide audience
Willingness to undertake short- and long-haul travel, to further CGD and iDSI impact in country
Demonstrated leadership and management skills.
Confidence, flexibility, can-do attitude, and intellectual curiosity in a demanding and fast-paced environment.
Good humor and collegiality are essential.
