Overview: USAID/Tunisia has requested that IBTCI’s Monitoring, and Evaluation for Tunisia and Libya Activity (METAL) conduct an interim evaluation of the Jobs, Opportunities, and Business Success (JOBS) Activity in order to capture information on the diverse areas in which JOBS is able to achieve real impact and promote meaningful change. JOBS is a 5-year, $69.5 million activity. JOBS has four objectives: Create jobs by increasing the competitiveness of Tunisian client firms; improve the match between skills demanded by the labor market and the training provided by educational institutions; improve Tunisia’s business enabling environment; and communicate the initiatives and impacts of JOBS especially related to job creation widely with a particular focus on youth (15-35).
The timing of the assignment will be from o/a May 15, 2022 to September 15, 2022, and total LOE will be approximately 35 days. This position is contingeant upon client and IBTCI approval. Tasks could include but not be limited to:
Responsibilities
Essential Duties/Tasks and Responsibilities:
Support the team lead on all tasks related to completing all evaluation deliverables;
Provide expertise on the local Tunisian political and economic context and incorporate that context into the evaluation design, and data collection instruments.
Fully participate in the evaluation design, development of data collection tools, desk review, analysis of data, and preparation of inception report, in-brief, presentation of findings and recommendations, and evaluation report;
Conduct interviews, take notes, and translate notes from Arabic or French to English;
Perform other duties as assigned by the team lead.
This position does not authorize/require the consultant to directly communicate with IBTCI clients, unless explicitly authorized by the METAL COR.
This position does not authorize/require the consultant to have decision making authority on final work product.
Qualifications
Minimum Requirements:
10 years of relevant work experience;
Demonstrated experience serving on evaluations or assessment teams as private sector technical specialist;
Deep understanding of Tunisian economic and business context, relevant laws and regulations regarding SME finance, foreign direct investment, exports, and job growth.
Superior analytical, and interpersonal skills and ability to work virtually in team environment operating under tight deadlines;
Experience conducting interviews, taking interview notes, and translating them from Arabic or French to English;
Strong Arbaic, French, English written and verbal communication skills
Education: Master’s degree required in a relevant social science and other related field.
Preferred Knowledge, Skills and Abilities:
Knowledge of Tunisian political and economic environment;
Experience participating in donor funded evaluations, research, and assessments;
Knowledge of Tunisian laws that promote and/or constrain economic growth, business development, exports, SME credit and finance, and direct foreign investment;
Knowledge of other international development programs that aim to strengthen Tunisian private sector development and job growth;
Ability to work collaboratively and productively as a key member of an evaluation team and perform under tight deadlines.
Supervisory Responsibility: There shall be no supervisory responsibilities associates with this position.
Travel: No international travel is anticipated. Travel within in Tunisia may be required.
Working Environment: Work is typically performed in an office environment.

Physical Requirements: This is largely a sedentary position that requires the ability to speak, hear, see, and lift small objects up to 20 lbs.
Supervisory Responsibility: This position does have supervisory responsibilities.
Travel: Travel is essential and may include travel to fragile and conflict-affected areas. An average of 25%-35% travel for project implementation and/or project management duties. Percentages may vary depending on IBTCI business needs.
