Position Title: Program Manager

Reports to: Program Director

Location: Gallup, New Mexico

 

Position Overview

The COPE Program Manager serves as a key member of program team that will support the organization’s programs through staff supervision, program management, fiscal oversight of program budgets, grant management, and input on policy initiatives and future programming.  The Program Manager is responsible in maintaining a learning environment focused on recruiting, developing, and retaining a quality team. This position requires someone who is highly organized to ensure daily operational tasks are completed and compliance is maintained while simultaneously fostering a learning environment for their team that leads to long-term employee retention. Lastly, the Program Manager will work closely with their team to ensure the overall well-being and safety of patients.

 

Responsibilities

Communication & Strategic Planning (5%) 

  • Represent COPE in community task forces, speaking engagements, conferences, and trainings that further the agency mission;
  • Collaborate with COPE Marketing and Outreach Team to provide content, engage donors, and represent at social and fundraising events;
  • Assist in creating Annual Report;
  • Work closely with the Program Director and entire leadership team to develop long-term strategies for the organization including development of new proposals, integration of future funding and programmatic opportunities, implementation of the strategic plan;
  • Provide strategic input on future programmatic, research & evaluation, and policy strategies;
  • Create development proposals and submit for funding from a variety of sources (i.e. grants, foundations, donors, contracts).

 

Policy (5%) 

  • Gather and analyze academic and policy research, statistical data, and federal, tribal, state, and local policy or implementation information;
  • Participate in and summarize interviews with various stakeholders;
  • Draft policy memos, with a focus on summarizing research and policy information so it is understandable to a broad audience;
  • Develop written and graphical presentations of research;
  • Keep up to date on relevant news, literature, and legislative processes related to American Indian policy initiatives;
  • Help to organize and manage logistics for special events and meetings, including taking notes;
  • Represent Groundwork at convenings;
  • Work collaboratively with colleagues and accept oversight and feedback graciously.

 

Program Management and Oversight (50%):

  • Work with program team to develop multi-year project and partnership work plans and oversee implementation;
  • Oversee programs to ensure that programmatic activities and work plans are carried out in a timely, high-quality and coordinated manner;
  • Oversee the coordination, integration, and delivery of all programmatic and community services, promoting collaborative relationships between departments and ensuring that expectations of funders, partners, constituents, patients/clients and other stakeholders are consistently met;
  • Ensure and report program qualitative and quantitative goals and outcomes, supporting findings with objective data including statistics, research, and objective evaluation tools;
  • Support and mentor team members including individual professional development plans;
  • Ensure compliance with all local, tribe, state, federal rules, regulations and policies;
  • Prepare and submit annual, quarterly, monthly, weekly and daily reports as requested and required;
  • Obtain/Maintain proper licensure/certification according to state requirements;
  • Ensure that all program activities operate consistently and ethically within the mission of COPE.

 

Financial and Administrative (40%):

 

  • Provide support and oversight to programs on grant administration, reporting and finances for respective programs;
  • Coordinate and analyze outcomes to inform programmatic decisions;
  • Participate in budget development process and maintain a high level of fiscal responsibility in management of programmatic budget;
  • Ensure that appropriate data is collected and maintained for grant funding reports and that reports are submitted in a timely manner;
  • Determine staffing plans to achieve program goals and objectives and participate in hiring decisions for new program staff;
  • Create and support a high performing culture among team members that is aligned with being a learning environment.

 

Qualifications

  • Master’s Degree in Social Work, Public Health, Public Administration or related field is required;
  • At least two years of relevant experience and a demonstrated track record in administrative management of similar programs and/or organizations is required;
  • Extensive experience with grants management and government funding is required;
  • Honesty, accountability and transparency with a commitment to social justice;
  • Exemplary interpersonal skills: ability to collaborate with effectively with culturally diverse staff with demonstrated poise, tact, integrity, and professionalism;
  • Ability to assess priorities and manage a variety of competing priorities in a time-sensitive environment and to meet deadlines with attention to detail and quality;
  • Computer skills, including Microsoft office suite, SharePoint, and grant management software;
  • Ability to work well as part of a multidisciplinary team;
  • Demonstrated intellectual independence and initiative and willingness to learn new skills;
  • Excellent organizational skills: ability to manage complex projects from creation to completion, plan and prioritize multiple deliverables, and coordinate teams to meet deadlines;
  • Willing to reside near or in Gallup, NM (location of COPE office)
  • Extensive knowledge and experience working with Native American communities, culture, customs and cultural law.

Community Outreach and Patient Empowerment (COPE) is a Native-controlled, non-profit entity based in Gallup, NM. COPE’s vision is to eliminate health disparities and improve the well-being of American Indians and Alaska Natives. COPE works closely with several Boston-based partner organizations, a global non-profit organization called Partners in Health and academic teaching hospital Brigham and Women’s Hospital. COPE has an annual budget of $3.5M and a New Mexico-based staff of approximately 30 individuals.  COPE is an American Indian Preference Organization.
