CHAI’s global malaria program provides direct technical and operational support to countries around the globe to strengthen their malaria programs and reduce the burden of this preventable, treatable disease. We support governments to scale up effective interventions for prevention, diagnosis, treatment, and surveillance, with the goals of sustainably reducing the number of malaria-related illnesses and deaths worldwide in the short-term and accelerating progress towards malaria elimination in the long term.
Overview of role
CHAI is seeking a highly motivated individual to work as part of CHAI’s Global Malaria Management, Strategy & Financing Team. This Associate will directly support governments in Southern Africa in building the right strategy as well as obtaining and managing the financial resources necessary to achieve historic malaria elimination. Countries to be supported in Southern Africa include Mozambique, Angola, Namibia, South Africa, and Zimbabwe.
The Associate will provide direct support to all levels of government, collaborating with ministry staff, CHAI country and technical teams, and partners on: developing and costing malaria national strategic plans, conducting cost optimization analysis for specific interventions, improving financial tracking and management, determining the optimal allocation of existing funds, assisting in the creation of management and financial dashboards, and improving the holistic management of programs. The Associate will also help countries identify and obtain new funding sources, including from expanded domestic resources, external funding (e.g., Global Fund), public-private partnerships, and innovative financing mechanisms. The Associate will be expected to follow safety and security protocols and in-office protocols set by the base location CHAI office.
The Associate will bring outstanding analytical, problem-solving, organizational, and communication skills, and the Associate must be able to work independently and have deep personal commitment to producing results. Background in finance or malaria is not required, but may be an advantage. The Associate will be expected to be fluent in Excel. Most of all, this position requires resourcefulness, tenacity, patience, humility, and high ethical standards.

Responsibilities
Work with central and subnational malaria staff and CHAI country teams to optimize and cost national malaria program strategies through building Excel-based budget models;
Conduct costing and financial analyses to identify resource gaps, prioritize activities based on cost-effectiveness, and develop new funding proposals in collaboration with national governments;
Support governments to meet Global Fund requests and satisfy grant application and implementation requirements for access and distribution of funding for malaria, including budget development and re-programming, quarterly work planning and budgeting at sub-national level, and performance reporting;
Support national malaria programs to streamline financial planning, disbursement, and tracking processes to reduce impediments to implementation;
Identify key financial management impediments to programmatic goals and work with donors and country governments to devise targeted solutions to address them;
Assist national and sub-national government administrations to strengthen routine project management and planning processes to ensure effective implementation;
Assist in the creation of program management, activity implementation, and financial tracking dashboards;
Build strong relationships with stakeholders across government, non-governmental organizations and the private sector at the regional, national, and subnational level;
Draft presentations and reports for internal and external stakeholders related to malaria financing work in target countries;
Coordinate meetings and facilitate knowledge sharing between government programs, partner organizations, and country teams in the region to ensure coordination;
Provide program updates for donor reporting and best practice sharing;
Travel to remote regions with limited infrastructure and medical care; and
Other responsibilities as needed.

Qualifications
Essential: Professional-level fluency (verbal and written) in English and Portuguese;
Bachelor’s degree in Business, Policy, Public Health, International Development, or related field;
2+ years of working experience with increasing levels of responsibility and leadership in management consulting, public health financing, or another relevant field;
High levels of proficiency in Microsoft Excel, Word, and PowerPoint;
Demonstrated excellent analytical, quantitative, and problem solving skills;
Demonstrated ability to oversee multiple work streams simultaneously, to set priorities, and to work independently and flexibly with a strong commitment to excellence in high-pressure situations and in remote settings;
Exceptional written and oral communication skills;
Strong diplomatic and interpersonal skills and ability to build relationships in a challenging multicultural environment; and
Willingness to travel frequently (30-50% of time) within Africa, including potential trips to rural areas.
