This Opportunity

The
Senior Associate, International Proposal Talent Acquisition is an integral
member of our Talent Acquisition Team primarily partnering with our Business
Development Teams to coordinate the end-to-end
recruitment process for Palladium’s Business Development and proposal
efforts.   The role will be responsible
for delivering all facets of recruiting success by conducting various
recruitment activities, effectively partnering with proposal teams and hiring
managers, generating and maintaining a network of senior candidates for
prospective field positions. The Senior Associate will be responsible for
selection, negotiation, and finalization of the contract with the candidates.

The role reports to Manager, International Proposal Talent
Acquisition and will support a small team of proposal recruiters and surge
consultants that will be embedded within Palladium’s Business Development Team.

Primary
Duties and Responsibilities

The
primary responsibilities of the Senior Associate, International Proposal
Talent Acquisition
are:

  • Responsible for the full spectrum of proposal recruitment activities from working with proposal and hiring managers to developing recruiting strategies, applying innovative sourcing methodologies, drafting advertisements, screening CVs, conducting interviews, reference checking, drafting offer letters, and negotiating compensation packages.
  • Provide recruitment solutions by liaising with proposal teams and hiring managers to ensure full understanding of requirements, preferences, and timeframes.
  • Conduct competency-based interviews and use appropriate assessment tools.
  • Screen and short-list priority candidates, ensuring compliance with all governmental and client employment specifications.
  • Create and foster relationships with key associations, industry specific organizations, and other resources and to attract candidates to the Palladium Group.
  • Support the development and implementation of Candidate Care.
  • Other duties as required.

Key
competencies required

  • Advanced knowledge of recruiting tools and strategies, practices, and approaches to include sourcing, research, and cold calling experience with a wide variety of sourcing vehicles, including internet sourcing/advertising, direct sourcing, trade journal/newspaper advertising, employee referral campaigns, job fairs and outplacement firms, particularly at the international level.
  • Proven track record of success for getting hard to source candidates.
  • A proven methodology in recruiting for multiple positions across different geographical regions concurrently.
  • Outstanding social media skills and strategies, especially in professional applications.
  • Excellent information management skills, with very strong attention to detail and understanding of requirements.
  • Knowledge of USAID and USG salary and allowances regulations.
  • Exceptional standard of written and oral communications skills including the ability to liaise across all levels of the organization.
  • Capability to handle challenging issues in a diverse and dynamic environment.
  • Well-developed and highly effective organizational skills and attention to details.
  • Proven ability to develop and maintain relationships at all levels.
  • Ability to manage multiple roles and responsibilities with varying priorities and deadlines.
  • Experience supporting international development,
    knowledge of USAID-funded projects.
  • Professional working proficiency in English required, both written and oral.
  • Strong understanding of cultural differences as it pertains to the global platform.
  • Excellent MS Office skills.

Professional expertise/competencies preferred

  • Professional
    working proficiency in a foreign language, preferably Spanish, French, or
    Portuguese.
