Purpose of Position

The
Data Informatics and Analytical Solutions (DIAS) Practice is seeking a Senior
Technical Advisor, to provide quality improvement and data use and project
management expertise to selected projects among a global and diverse set of
areas including HIV prevention and treatment, and COVID-19 surveillance and
vaccine deployment.

The
DIAS Practice is a dynamic and innovative group with talented and passionate
members working toward the goal of improving informed decision making and
effectiveness of international development projects. Our vision is to improve
development investments and outcomes by harnessing the power of digital
solutions to strengthen information systems, governance, local capacity, and
ownership to use quality data in real time for positive impact. To do this,
DIAS takes a systems approach that combines expertise across monitoring and
evaluation and research; effective data use; information and communication
technology (ICT); and data governance to help governments and development
partners throughout the world to design, implement, and evaluate projects that
create positive impact.

This position will support the Data.FI project which
helps countries strengthen and sustain access to mission-critical, high-quality
data to accelerate HIV and COVID-19 epidemic control. The project provides
end-to-end solutions from streamlining information needs, to building
sustainable and scalable data systems that support continuity of client care and robust analysis.

The home office for this position is Palladium’s
Washington, D.C. office. However, remote work options in locations where
Palladium has a registered office may be considered for exceptional candidates.
Overlapping work hours with Eastern Standard Time (EST) is mandatory. The
position will entail up to 25% overseas travel dependent on COVID-19
restrictions. 

Primary responsibilities

  • Collaborate with counterparts in government, partner organizations and project teams in the US and host countries to implement or strengthen quality improvement (QI) and data use initiatives in the areas of HIV prevention and treatment, and COVID-19 surveillance and vaccine deployment
  • Design, plan and deliver projects, particularly those related to improving health outcomes by leveraging QI tools to improve evidence-based decision making for health
  • Develop processes designed to identify priority questions of interest and develop novel analyses to describe public health challenges, gain new insights and make recommendations accordingly
  • Via user centered design and team approach, develop and review compelling data visualization products (dashboards and standard analyses) designed to monitor performance against established targets for improved resource allocation and corrective action
  • Support capacity building in data analysis and interpretation to identify root causes of performance problems and collaboratively engage in action planning with stakeholders
  • Liaise with project stakeholders to plan, implement, review and report on projects as needed
  • Manage project work planning, resource planning, budgeting, progress, and financial reporting
  • Assist with new business development and other tasks as assigned

Reporting requirements

The role reports to the Technical Director,
DIAS. Reporting requirements include:

  • Attendance at all regular weekly team meetings (either in-person or via Skype/phone), and monthly project staff meetings, as appropriate
  • Provision of regular updates to the line manager, including updates on Key Result Areas (KRAs) and any other material matters and/or areas of concern
  • Emails communication as needed
  • Attendance at monthly DIAS Practice meetings and contributions to the DIAS Newsletter
  • Other reporting as requested by the line manager

Relationships

  • Internally the role will be required to liaise closely with the project team, the corporate management team, Portfolio and Practice area leads Project Delivery staff, other units within the group
  • Externally the role will liaise with clients, national governments, implementing partners, and other stakeholders to ensure fluid communications among all stakeholders

Authority levels

The role carries a degree of autonomy with appropriate consultation. The role is required to:

  • Analyse and make sound recommendations to the line manager

Key competencies & professional expertise required

  • Experience in quality improvement and/or promoting data demand and use in a global health context. Experience in HIV/AIDS programming and PEPFAR MER indicators desired
  • Focus on execution – demonstrated curiosity, creativity, and determination to find the best solution for challenges impeding project and activity objectives
  • Expert storyteller, skilled in making highly visual, compelling PowerPoint presentations utilizing qualitative and quantitative data, distilling key points and ideas
  • Conceptual thinker – able to create useful frameworks with limited information that will drive the work forward. Be able to recognize patterns easily and elevate details to show the bigger picture
  • Experience using Excel to develop analyses summarizing and visualizing descriptive statistics, ideally with experience using pivot tables; experience developing visuals using analytics software (powerBI, metabase, Tableau) is preferred
  • Analytical and detail oriented – able to review various types of data, research and analyses and create and distil insights
  • Experience working in low-resource settings with individuals with diversity of experiences and perspectives and comfortable working with many staff and colleagues working remotely
  • Motivated self-starter and flexible thinker
  • Strong written and oral communicator. Interested in collaborating with others in a team environment and experience and interest training or coaching teammates, USAID, and government stakeholders from diverse technical backgrounds in health information system strengthening and data use
  • Ability to fully use the Microsoft Office Suite including Excel, Word, PowerPoint and the Teams collaboration suite
  • Professional language skills in French and/or Spanish, strongly preferred
  • US work authorization is required and the position is be based in Washington DC
  • Ability to travel 25% COVID situation permitting
