Project Overview and Role:
CATALYZE is a $250 million 5 to 8-year program, designed to catalyze $2 billion in private capital, especially to underfinanced social sectors and higher risk countries (especially low-income and post-conflict countries) around the globe, complemented by a cross-cutting inclusion of gender-lens investing. Our aim is for investors to explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening and rationalizing supply chains, and advancing inclusive growth.

The CATALYZE “Improved Social Protection and Economic Empowerment of Women in Asia” activity assessed best practices and possible innovations in scaling social protection platforms in Bangladesh. The project seeks to engage a short-term, Bangladesh-based consultant to assist in stakeholder consultation and engagement, including but not limited to conducting key informant interviews (KII) and focus group discussions (FGD) and data collection with potential partners, intermediaries and beneficiaries. The consultant is expected to represent the Project interests, gain insights on the stakeholder’s interests.
Primary Duties and Responsibilities:
The Consultant will lead stakeholder engagement and draw out relevant insights and perspectives. The consultant will be engaged for 4 months from approximately June 15 to September 30, 2022 to undertake the following tasks and functions. The anticipated level of effort is up to 20 days
Carry out local research about technical issues directly relevant to the potential in country activities proposed in the concept note
Support contacting and scheduling, and lead KIIs, FGDs, and other stakeholder engagement and data collection
Produce a brief (up to 5 page) summary at the end of the consultancy outlining the stakeholders engaged, their interest in the partnership, and the list of contacts as annex.
Participate in periodic check-in calls with CATALYZE technical focal points to update on assignment progress and to highlight and brainstorm solutions to issues. CATALYZE team is primarily located in Washington, DC. Thus, the Consultant must be available to take calls in the mornings or evenings to accommodate time zones.
Assist the project in other relevant tasks as determined by the DC-based technical focal points.
Required Qualifications:
Master’s degree in business administration, public policy, health, economics, finance, or a related field.
Experience with social protection issues, economic empowerment and health insurance preferred.
Experience conducting key informant interviews and focus group discussions
Experience conducting literature reviews
Experience working with private health and non-health sectors, and networking with a diverse range of stakeholders in Bangladesh, as outlined in project overview.
Ability to coordinate and effectively conduct meetings with key stakeholders as a representative of the CATALYZE program
Demonstrable experience supporting stakeholder engagement and other co-creation processes for USAID- or other donor-funded projects desired
Extensive knowledge and familiarity of Bangladesh and the local context
Evidence of strong interpersonal and written communications skills
Oral and written fluency in English
