Project Overview and Role:

is a consortium member of the USAID-funded Data for Impact (D4I) Project. The
D4I mission is to support countries to realize the power of data as evidence
that can improve programs, policies, and outcomes. The D4I strengthens the technical
and organizational capacity of local partners to collect, analyze, and use data

 Primary Duties and Responsibilities: 

A
strong, well-trained social service workforce (SSW), consisting of diverse
categories of social workers and other social service personnel with different
levels of training and qualifications, is necessary for the wellbeing of
vulnerable children, families, persons with disabilities and other vulnerable
groups. To be effective in providing preventative, responsive and promotive
services for a population, such personnel require, at a minimum, relevant
training and skills, technical as well as organizational supervision, defined
complementary roles, and effective referral systems.

The Data
for Impact Project is looking for a consultant to support the workplan
development of the multi-country assessment of the investments in the social
service workforce. The assessment aims but not limited to:

  • Document promising practices within projects aiming to strengthen the SSW as well as to identify shortcomings that hinder their effectiveness. These findings will inform the design of future SSW strengthening activities and improving effectiveness (e.g., inform training and technical supervision for social services positions across CECA projects).
  • Identify how to recruit and retain relevant personnel, and build their capacities and increase their effectiveness to provide social work and other social services in various countries. The assessment will need to capture lessons (positive and negative) from investments.
  • Include both systems elements, such as leadership, governance and financing, as well as the specific skills required for the provision of care and protection services, with a focus on sustainable system development
  • Review project approaches to targeting SSW development – some projects are very targeted on services relating to care and protection, whereas others have focused more broadly on investing in the SSW, and the assessments should understand if the focus has been sufficient, and if one approach is better than another for sustaining the SSW.

Level of efforts – 7 days

We anticipate that this consultancy will continue to support the approved workplan and complete deliverables that are detailed during the workplanning process. Involvement with the activity will be contingent upon workplan approval from client. 

Required Qualifications:

  • Minimum Masters-level degree in social work
  • International experience with the implementation of social services programming in lower income countries
  • Demonstrated experience in development of workplans and evaluation protocols for donor-funded social service workforce projects, preferably for CDC or USAID
  • Experience in conducting evaluations and assessments
  • Analytical skills including experience in and knowledge of quantitative and qualitative methods for research, monitoring, and evaluation purposes
  • Excellent written and oral communication skills
  • Strong professional and interpersonal communications skills
  • Ability to work well in teams and maintain positive relationships in complex and demanding situations
  • Attention to detail and ability to
    effectively and efficiently perform multiple tasks and balance competing
    priorities often within a required timeframe
  • Experience in developing countries preferred
  • Proficiency in English
