Project Overview and Role

The Data, Informatics and Analytical Solutions Practice (DIAS) in Palladium is currently seeking a Strategic Information Advisor based in Uganda with experience in strategic information for HIV prevention in key and priority populations. Data.FI is a five-year global project funded by the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) and the U.S. Agency for International Development (USAID). Data.FI partners with PEPFAR programs to accelerate and sustain access to high-quality data to expedite HIV epidemic control and maintenance. Data.FI supports host country governments to enhance existing health information systems (HIS) and conduct in-depth analysis of HIV epidemiologic and program data to inform management responses to gaps in HIV and AIDS programming and sustain impact by supporting local partner transition.
In Uganda, Palladium is seeking a full time Strategic Information Advisor to support the USAID Strategic Information (SI) Team, Program teams, and service delivery implementing partners to use data for decision making for HIV prevention programming. This is a full-time, fixed-term 12 month contract with possibility for extension based on performance and the availability of funding. The position is based in Kampala, Uganda. This is a local hire position; no relocation or expatriate benefits will be provided. Technical Advisors and Activity Lead:

  • Liaise closely with program and strategic information teams in the USAID/Uganda Office for Health and HIV and engage routinely with implementing partners and other stakeholders in Uganda to identify priority information needs for decision making;
  • Lead and/or provide inputs on data analysis plans, and conduct analyses of data to answer priority questions (data sources may include but not limited to DHIS 2, DATIM, PLACE study, EMRs, and DREAMS tracking system);
  • Create compelling visualizations, including graphs and maps, to easily communicate progress and identify performance issues;
  • Strengthen the capacity of implementing partners to analyse, visualize, and use data for decision-making through training and on-going mentorship;
  • Support the implementation of regular data review meetings and other programme activities to enhance the culture of data use for performance improvement and decision making;
  • Develop solutions for anticipated and unanticipated data challenges, including varying data quality, validity, and completeness;
  • Any other duties as assigned by the team lead.


Required Qualifications

  • A Master’s degree in Statistics, Biostatistics, Epidemiology, Monitoring and Evaluation, or other related discipline;
  • Minimum 5 years of experience in analysis and use of HIV/AIDS strategic information (preferably USAID/PEPFAR programs);
  • Familiarity with USAID and USG HIV/AIDS programming priorities in Uganda;
  • Experience using statistical software (e.g., Stata, SPSS, R, SAS) and/or data visualization software (e.g., Tableau, Excel)
  • High degree of proficiency with Microsoft Office Suite (Excel, Word, PowerPoint, Outlook, etc.)
  • Ability to independently manage work streams and advance activities with minimal supervision
  • Ability to meet manage time and workload effectively to complete multiple tasks and meet deadlines with close attention to detail
  • Effective communication and interpersonal skills, including English technical writing, communication, and reporting skills
  • Must be available for domestic travel

Desired Qualifications:

  • Past experience working with key populations, priority populations, and AGYW desired;
  • Familiarity with the Priorities for Local AIDS Control Efforts (PLACE) method, or other hotspot mapping methodologies and analyses
  • Familiarity with GIS
  • Familiarity with databases such as DHIS2, DATIM, DREAMS tracker, EMR in Uganda
