Project Overview and Role:

CATALYZE is seeking a System Analysis and Design (SAD) consultant to lead the implementation of project management and results tracking software solutions. The consultant is expected to develop and lead requirements gathering, configuration and implementation strategy, support procurement of appropriate software solution and serving as the technical liaison between CATALYZE, the selected software vendor and USAID/Missions. Working in close collaboration with the Sr. Manager Monitoring and Evaluation, and other members of the CATALYZE team, the consultant will ensure that software is configured and implemented in a way that meets the information and workflow needs of all stakeholders.

Catalyze is a project that helps investors explore and find commercially viable opportunities and approaches to creating jobs, developing sustainable social services, tightening, and rationalizing supply chains, and advancing inclusive growth. Catalyze also seeks to optimize the efficiency of blended finance deployment by broadly sharing lessons and insights, introducing common tools and approaches, and connecting advisors with potential investors and investees.

 Primary Duties and Responsibilities:

  • Serve as the primary focal point and liaison between CATALYZE project, USAID/Missions, and the software vendor(s) on the use of a collaborative software for program and performance management.
  • Serve as the administrator for selected information systems, overseeing the external vendor and engagement with USAID/Mission teams using the system(s) and vision for integrating with other existing systems.
  • Conduct functional and technical requirements elicitation activities with project and Palladium stakeholders including various USAID/Missions. This may include individual or group meetings/discussions/calls with CATALYZE Management, country teams, and the USAID/Missions across several countries.
  • Develop procurement solicitations such as request for proposal/information (RFP / RFI) in compliance with the established procurement policies.
  • Serve on technical evaluation committee (TEC) in to finalize short-listed software solutions to be implemented according to end user requirements.
  • Lead all communication with the selected information systems vendors to establish information workflows based on existing project reporting structures and processes and considering the functional and technical requirements.
  • Work with information solutions vendors and CATALYZE project team to configure the information systems.
  • Develop and lead an implementation plan for the rollout of the project management information system, prioritizing user functionalities and requirements as needed.
  • Develop and implement a strategy for building capacity of system(s) users and a plan for ongoing support.
  • Establish and implement a process for user access and governance of the relevant systems that consider users across Palladium, USAID, and other external stakeholders.
  • Work closely with the vendor and CATALYZE staff to ensure contractually compliant delivery of agreed inputs and achievement of agreed outputs and outcomes and communicate and mitigate risks as they arise.

Required Qualifications:

  •  Experience leading the design, configuration, and implementation of management information systems, ideally those that support monitoring evaluation and program delivery of USAID projects.
  •  Exposure to and comfort working across wide variety of data collection and project management technologies and platforms such as DHIS2, DevResults, SmartSheets, or other similar information system solutions commonly by the global development actors.
  •  Strong technical writing skills with the ability to produce Use Cases, Detailed Functional Requirements, and Software Requirement Specifications
  •  Strong business analysis experience with ability to analyze available open source and commercial products and solutions, according to end user specifications.
  •  Excellent written and verbal communication skills
  •  Sound problem solving and decision-making skills

Contract Duration: six months with the possibility of extension

Location: US, Flexible hours, with option of working remotely.
