Through the USAID/Health Policy Project (HP+), Palladium supported the Ministry of Health, Community Development, Gender, Elderly, and Children to conduct a funding landscape and resource mapping process to inform a resource mobilization process and an evidence-based advocacy process for increased investment in family planning. The rapid family planning resource assessment aimed to ascertain the likelihood and contexts for mobilizing near-future funding for the NFPCIP 2019-2023. As part of the analysis, HP+ conducted interviews with 19 stakeholders–including representatives from the Ministry of Health, Community Development, Gender, Elderly, and Children; the President’s Office Regional Administration and Local Government; and development and implementing partners–to gauge the likelihood of mobilizing domestic and foreign resources to support NFPCIP 2019-2023 objectives. The funding gap analysis aimed to assess the extent by which planned activities are funded with existing available resources and thereby determining funding gaps.

Palladium is seeking a short-term Consultant to support the presentation of findings from the rapid landscape assessment and gap analysis exercise at an upcoming CIP dissemination meeting in Dar es Salaam.

Working with the assigned CIP Team Lead to prepare and present findings from the rapid landscape assessment and gap analysis exercise.

Requirements

Requirements
o Strong background in family planning.
o Significant knowledge of the Tanzania National FP program.
o Experience working on FP costed implementation plans.
o Experience working on advocacy for FP resources.
o Solid experience in making public presentations, which include high level ministry officials, development and implementing partners.
o Experience interacting with host country government agencies including local governments, development partners, and civil society organizations
o Based in Dar es Salaam, Tanzania

Desired Qualifications
o Master’s Degree or higher in international health, international development, political science, social sciences, economics or health economics, or a related advanced degree (coursework in Family Planning/ Reproductive Health/ Population Studies is preferred);
o Strong skills in Microsoft Powerpoint; and
o Superior communication and presentation skills.
