Project Summary:
The Yemen Continuous Learning and Evaluation (YCLE) program is a monitoring evaluation support platform serving the USAID/Yemen Mission. YCLE evaluates the performance and results of USAID activities in Yemen, while helping USAID learn and adapt for improved effectiveness. YCLE provides a wide range of services that enable USAID to effectively monitor and analyze the Yemen operational context; monitor and evaluate program performance; and adapt program strategy and implementation based on data-driven insights. YCLE has been tasked by USAID/Yemen to conduct an assessment of community midwifery (CMWs) services across Southern Yemen. The assessment aims to identify opportunities to enhance the role of CMWs and to provide current data on the supply, distribution, and preparedness of CMWs in Southern Yemen through key informant interviews, focus group discussions, and a survey of District Health Offices and health facilities.

Position Summary:
The Assessment Team Leader will provide overall technical leadership for the assessment. The Team Leader will provide guidance to the assessment team and to take a hands-on role in the production and delivery of all assessment deliverables including the Methodology Report; debriefing presentations and the Final Assessment Report. The Team Leader is responsible for ensuring that data collection and analysis is completed to the highest standard and that all assessment deliverables timelines are met without delay. The expected timeframe of the assignment is between May -November 2022 with an estimated 60 LOE days. This is a remote/home-based position. No travel is required.
Responsibilities:
Manage task assignment and deliverable timelines with close coordination with the YCLE Monitoring, Evaluation and Learning (MEL) Specialist and the Assessment Specialist for the project team, consisting of two Subject Matter Experts who will conduct Key Informants Interviews (KIIs) and a local sub-contractor charged with implementing data collection with Department of Health Officers (DHOs) and health facility staff members
Guide the design of the assessment methodology in close consultation with USAID and drafting the Methodology Report with the support of the Assessment Specialist.
Induce in the completion a comprehensive desk review with the support of two local Subject Matter Experts.
Draft the Final Assessment Report with the support of the assessment team and ensure the overall technical quality of the final report including ensuring that all findings, conclusions, and recommendations are valid and meet the assessment criteria.
Prepare and deliver trainings for the local Subject Matter Experts on the implementation of KIIs.
Coordinate with the assessment team, prepare and delivery trainings for the subcontractor on the implementation of Focus Group Discussions (FGDs) and survey interviews with DHOs and health facility staff members.
Monitor incoming data quality (both qualitative and quantitative) to identify issues requiring immediate action.
Support the evaluation team in data analysis (both qualitative and quantitative), ensuring that adequate best standards are utilized and providing technical support/training to team members, where required, to complete analyses.
Prompt in the preparation and delivery of debriefing presentations to USAID. Debriefings to USAID will be completed remotely.
Ensure that all assessment deliverables timelines are met without delay by coordinating closely with the YCLE MEL Specialist and the Assessment Specialist.
Qualifications:
Master’s degree in Public Health, Global Health, International Development required.
Minimum seven years of experience working on reproductive, maternal, newborn and child health (RMNCH) services, health systems strengthening/reform and/or public health issues in conflict-afflicted and low-income countries confronting severe structural impediments to sustainable development required.
Experience in CMW workforce development or service strengthening is preferred.
Experience in public health/health systems/global health related research, assessments, evaluations, or feasibility studies in conflict-afflicted and low-income countries.
Experience in research/assessments/evaluations on enhancing reproductive, maternal, newborn and child health (RMNCH) outcomes highly desired.
Experience in leading both quantitative and qualitative assessment or research methodologies and analyses.
Experience managing cross-cultural teams remotely and working in non-permissive environments.
Demonstrated research experience and skills, complemented by experience in collaborating with various types of partners.
Experience in the use of iterative adaptive management approaches; exploring alternative ways to meet management objectives, monitoring to learn about the impacts of management actions, and then using the results to update knowledge and adjust management actions.
Strong communication skills and strong ability to relate to people with respect to individuality as this assignment entails interaction with different communities.
Familiarity working with and on USAID funded projects is preferred.
Strong English writing and presentation skills.
Arabic language skills preferred.
