Project Overview & Position
The Technical Advisor, Private
Sector Policy, Regulatory, Advocacy, and Government Stewardship position is a
full-time position for an upcoming award being solicited through
USAID/Kenya & East Africa to promote Private Sector Opportunities
to a Fully Private Care and Treatment. USAID/Kenya & East Africa’s Health,
Population, and Nutrition (HPN) Office has realized the need to expand their
approach to private sector engagement, and the paradigm of their relationships
to be more transformational and private sector led. In line with USAID’s new
Private Sector Engagement Policy, USAID/KEA’s office has prioritized
the following areas to engage the private sector to reshape the healthcare
supply in Kenya using market-based approaches that will increase access and
contribute to a sustainable health system: 1.) Expand and strengthen supply
chain partnerships; 2.) Increase the availability of small-scale private sector
health providers; 3.) Increase access to financing for private health sector
firms; and 4.) Harness ICT/digital health private sector opportunities to scale
up health delivery. The Technical Advisor, Policy, Regulatory, Advocacy,
and Government Stewardship position will provide technical
direction and leadership to the project, working closely with the
Chief of Party (COP) to ensure the integrity of high-quality technical work.
This position will be based in Nairobi,
Kenya and is contingent upon contract award to Palladium. ?

Role
and Responsibilities
- Promotes
multisectoral partnership and leadership to strengthen governance at
the national level to use resources transparently, enable
citizen engagement in planning and monitoring, and produce results to
further engage the private sector - Works with
key stakeholders to identify and select priority areas for sustainable
private sector engagement policy
development; and develops plans, concept papers, policy
briefs, and proposals for policy initiatives that are evidence based and
gender sensitive; - Provides technical
leadership in reviewing and formulating private sector engagement policy
initiatives, including research and drafting policy
documents, regulations, ordinances, decrees, guidelines, and
circulars; - Assists stakeholders
to prepare for and implement new health policies through capacity building
and organizational development. - Advocates and facilitates development of supporting policies and regulations as necessary and appropriate.
- Coordinate’s advocacy efforts under the integrated approach with USG partner projects to ensure value added of such efforts for improvements to the national environment as well as county and national level ownership, and commitment at the national and county levels.

Position Requirements
- Master’s
Degree or higher in health, social sciences, public policy,
public administration, economics, international development,
or in a related field. - At
least 5 years of professional experience in
two or more of the following areas: health systems strengthening, governance, public
financial management, health financing, health policy
formulation, private sector service delivery, organizational
development, advocacy for co-financing, HIV/AIDS, malaria, and family
health. - USAID programs experience is
a plus with experience as a Technical Advisor/Subject
Matter Expert (SME) on a USAID funded project or other donor-funded
development project. - Demonstrated
knowledge and experience with USAID or other donor planning and reporting
systems, operations, programming, and structure - At
least 5 years of experience leading technical teams for
complex governance, policy, and/or health systems
strengthening initiatives - At least 5 years of
experience working in Kenya and/or East Africa region. - Excellent interpersonal,
writing, presentation, organizational and computer skills
required (Outlook, Word, Excel). - Attention to
detail and ability to effectively and efficiently perform multiple tasks
and balance competing priorities often within a required timeframe. - Ability to
respond and adapt quickly to changing requirements and competing
demands. - Must be
willing to live and travel within Kenya. - Fluency in
