About the Program
The Vanuatu Australia Policing and Justice Program (VAPJP) is a long-standing and integral part of Australia’s aid investments in Vanuatu, delivering policing and justice sector support. It has a hybrid modality and a joint management approach between Palladium, as Managing Contractor for the Department of Foreign Affairs and Trade (DFAT), and the Australian Federal Police (AFP).
VAPJP entered its second 4-year phase (2021-2024) in January 2021. The implementation of VAPJP Phase Two is guided by a Design Update document.
The End of Program Outcomes (EOPOs) as articulated in the VAPJP Design Update include:
1. Justice and policing agencies improve quality and reach of services to Vanuatu communities, particularly in their handling of cases involving women, children and youth.
2. Women, children and youth are increasingly accessing state policing, justice and community services.
3. Policing and Justice agencies maintain public security and the rule of law.
About the Role
The VAPJP Design Update applies a Gender Equality, Disability and Social Inclusion (GEDSI) approach and recognises a need for a locally-led approach which reflects and responds to opportunities to address inequalities as they arise within the context. It envisages that GEDSI Technical Assistance (TA) in the form of a dedicated Inclusion (GEDSI) Adviser and financial resources are allocated to support implementation, regular review and updating of the program’s GEDSI Action Plan (GAP), in line with annual workplanning processes.
Support provided by the Disability and Inclusion Adviser is intended to achieve, but is not limited to, the following overarching role objectives:
1. To support VAPJP Program Coordinators, Advisers, Project Delivery staff and GoV counterparts to identify, develop and deliver coherent strategies (Profiling disability support) and initiatives in line with the VAPJP GAP aimed at supporting the mainstreaming inclusion across each of the four VAPJP components; and
2. To support program staff and GoV counterparts to meaningfully integrate GEDSI into all aspects of their work, including planning, implementation, monitoring, evaluation, adaptation, reporting and learning.
Key functions for this position in support of the objectives above are as follows:
1. Programmatic support:
Support the overall implementation of the GEDSI principles and strategies outlined in the VAPJP GAP with an emphasis on support to disability programming;
Prioritise mainstreaming and targeted Disability and Social Inclusion initiatives within VAPJP Annual Workplan(s) and support the development of dedicated initiatives that arise in collaboration with the Disability Desk;
Support the promotion of gender equality across the four components of the program by supporting the implementation, monitoring, review of and consistent, accountable and quality reporting on the GAP (as part of the umbrella Annual work plan reporting led by the monitoring, evaluation and learning (MEL) team), and development and implementation of mainstreaming and targeted Disability and Social Inclusion initiatives within VAPJP Annual Workplan(s);
2. Support to GoV counterparts and partner agencies to:
progress Government GEDSI strategies and policies, including in sector and agency strategic planning, coordination and support to strategic initiatives such as legislative development (in coordination with the VAPJP Senior Community Lead who is currently the key focal point for VAPJP’s work with the Department of Women’s Affairs);
co-design and co-deliver targeted initiatives to address diverse barriers to access community, policing and justice services, drawing on the lived experience of women, persons with disabilities and other excluded groups;
design, deliver and monitor priorities under the National Gender Equality Policy 2020-2030, National Disability Inclusive Development Policy 2018-2025 and the National Child Protection Policy 2016-2026 as they apply to the policing, justice and community services sectors;
3. Coordinate ongoing stakeholder initiative and regular consultation with GEDSI-specific stakeholders to:
Ensure collaboration and avoid duplication of GEDSI initiatives;
Identify and support locally grown GEDSI initiatives by communities and NGOs focusing on addressing barriers in access to policing, justice and community services;
Identify gaps and opportunities to enhance empowerment of women and girls, persons with disabilities, and youth and persons from rural communities in decision-making processes which affect them and their access to policing, justice and community services;
Identify and support targeted initiatives for women and persons with disabilities to gain skills and confidence to participate alongside men and persons without disabilities in leadership and decision-making processes;
Identify and respond to intersectional GEDSI issues, including discrimination and vulnerability to violence within groups, including based on gender, age, ability, and geographical location;
4. Support to VAPJP team:
Support VAPJP team members to incorporate GEDSI within each of their respective technical areas including through GEDSI orientation sessions, group trainings, one-on-one mentoring and development of GEDSI tools and/or mainstreaming and targeted GEDSI initiatives as required;
Support Program Coordinators (Justice and Police) to develop and deliver targeted training and awareness-raising on GEDSI-barriers and issues arising across the chain-of justice;
5. Monitoring, evaluation and learning:
Where required, collaborate with the VAPJP MEL Adviser and MEL Coordinator to ensure integration of GEDSI throughout VAPJP MEL approaches and tools, and whole-of-program reporting processes (including quarterly Partnership Management Group (PMG) meetings and six monthly and annual progress reporting);
Where required, support the Program and MEL team, to collect and draw on sex, age, disability and location disaggregated data to monitor the extent to which VAPJP efforts are reaching women, men, boys and girls including those with disabilities from rural/remote locations;
Where required, undertake targeted evaluative pieces, where appropriate, to identify impact of GoA investment and inform future approaches to supporting gender equality and women’s empowerment;
6. Collaboration as a member of a multi-disciplinary team of VAPJP Advisers with the collective responsibility of achieving the program’s EOPOs by mutually reinforcing strategies developed by the program as well as participating in processes that facilitate this. This will include:
commitment and support for the VAPJP Code of Practice and the agreed principles and values therein that guide the practices and behaviours for Program implementation;
support and further the priorities and strategies that are mainstreamed across the program, particularly by working for the promotion of gender equality and women’s empowerment in all aspects of duties;
consolidation of periodic Monitoring and Evaluation summaries of outcomes for all interventions implemented by the adviser in a way that contributes to monitoring, evaluation and learning in the program as a whole;
provision of simple public communication products (photos and draft Facebook posts) related to the adviser’s work;
conduct of regular communication and reporting to VAPJP Supervisor and Government leads (as required); and
assess and monitor GEDSI risks including through the VAPJP Risk Register and regular risk monitoring in PMGs.
7. Provide direct support to the following 2022 GEDSI Actions:
In collaboration with relevant advisers, partners and VAPJP colleagues, where required:
Support the delivery of GEDSI mainstreaming training and advice in support of GoV law reform processes;
Support GEDSI focused capacity development within justice agencies, VPF and across community programming as reflected in the VAPJP GAP, in line with agency and sector priorities, with an emphasis on support to the Disability Desk;
Assist to build the capacity of the Child Desk by supporting the design and printing of IEC materials, and the development of a digitised case management;
Support the training and mentoring of partners including VWC and VSPD;
Support the development and implementation of key GEDSI initiatives across the sector;
Support the MEL team in its work with the sector-wide M&E Network with monitoring, data collection and reporting on JCSSS, NSPD (social inclusion) and cross-cutting policies (gender, child protection and disability inclusion); and
Support the VAPJP communications team to integrate GEDSI principles into VAPJP internal and external communications
Required Qualifications
Demonstrated commitment to drive VAPJP’s ambitions to promote gender equality, disability and social inclusion
Currently based in Vanuatu with full working rights
A post-graduate qualification in gender, inclusion or development studies, or a related discipline, and/or equivalent experience
At least 5 years’ GEDSI experience in a similar role
Demonstrated experience in and understanding of GEDSI as it relates to aid programming and development issues (essential)
Demonstrated ability to work with diverse organisations (or different parts of organisations)
Demonstrated ability to design and apply GEDSI theory and concepts to guide integrated, flexible and practical improvements
Demonstrated ability to work effectively and respectfully with people at all levels of an organisation, maximising cooperation and contributing in team environments to achieve collective goals
Experience in GEDSI work within the police, law and justice sector (desirable)
Experience of GEDSI in the context of Australian-Government (DFAT) funded initiatives (desirable)
Previous experience working in Melanesian cultures (desirable)
Language(s)
English fluency essential; French desirable
Willingness and firm commitment to learn Bislama and use in the workplace
