Responsibilities:
The Chief of Party (COP) will provide the overall strategic direction and technical oversight for the RHITES-N Acholi Activity and will also have the primary responsibility for liaising with USAID and other stakeholders in Uganda. As part of overseeing and ensuring successful program implementation, the COP is expected to set the technical vision and approach along with managing multiple project teams and consortium members. The COP will also safeguard the Activity’s and organization’s resources by complying with contract terms and conditions, USAID- and all other applicable policies and regulations mitigating risks of fraud, waste and abuse in all aspects of project operations and administration.
The COP’s roles and responsibilities also include, but are not limited to, the following:
Responsible for the technical leadership and managerial oversight in the design and implementation of project strategy in alignment with the Activity’s key objectives and expected outcomes;
Provide overall support during activity implementation and closeout, with an emphasis on technical components, including overseeing key personnel, technical project support, and all sub-grantees;
Design and oversee annual project planning cycle to develop comprehensive annual work plans, detailed implementation plans and results reporting for the project;
Ensure efficient function in administrative, human resources, and financial processes and in full compliance with URC’s standards, protocols, guidelines and processes ensuring maintenance of adequate internal controls;
Ensure monitoring and continuous learning and adaptation of project implementation as indicated by activity results and in consultation with USAID and URC home office team;
Ensure close collaboration with the Ministry of Health, and USAID, as well as other implementing partners and collaborators;
Report regularly to the USAID Mission to ensure transparency and awareness of project development and implementation, remaining cognizant of issues or challenges as they arise;
Represent the project at meetings with USAID, MOH officials, working groups, and conferences;
Maintain close working relationships and partnerships with Chiefs of Party of other URC-implemented projects within Uganda;
Participate in URC’s business development activities and perform other functions, as needed;
Perform other related duties as assigned and/or agreed upon with the supervisor/HQ.
Required Experience & Qualifications
Master’s Degree in Public Health/Health Administration, social sciences or a related field;
Minimum of ten (10) years of progressively increasing responsibility in managing successful international development assistance and health programs of similar scope or size;
At least seven (7) years of experience as a COP or senior manager of projects of similar scope and complexity, such as Project Director, Deputy COP or Country Director;
Strong demonstrable experience and knowledge in multiple/various technical approaches such as, but not limited to, QI/QA, M/R&E, TB, HIV, HSS, SBCC, MNCH, and service delivery/clinical training;
Demonstrated leadership skills in working collaboratively with internal teams, partners, donors, host country institutions, and other international organizations;
Ability and willingness to spend at least 25% of the time at the district level;
Demonstrated capacity in managing for results and excellent past performance references.
Desired Experience & Qualifications
Licensed Doctor of Medicine, or Ph.D. in public health, medicine, social sciences or a related field;
Working knowledge of and/or experience with USG-funded program management, policies, regulations, and procedures:
Strong strategic planning and diplomacy skills;
Excellent negotiation skills with demonstrated capacity for negotiating with senior government officials
