Project Overview and Role:

The position will be on the upcoming Georgia Financial Innovation Program (FIP), a 5-Year USAID-funded activity with the potential following  components:  (a) support for the development of financial market infrastructure and intermediary institutions; (b) support for the development of diversified financial products and services; (c) support to stimulate the local market for private equity, quasi-equity, and blended finance instruments; (d) support to improve the capacity of businesses to access fit-for-purpose financing; and (e) incorporation of innovative financial technology (FinTech) into the local markets ecosystem.

The Component Lead – Financial Institutions and Infrastructure will support?achievement of project component 1 of?the?USAID-funded Georgia Financial Innovation Program.?S/he will report directly to the Deputy Chief of Party. 

Location: Tbilisi, Georgia 

 Primary Duties and Responsibilities: 

– Define Georgia FIP’s strategy to increase access to finance amongst target individuals and enterprises 
– Provide technical leadership relating to the capacity building of digital ecosystem actors and intermediaries, including credit bureaus, rating agencies, and the Georgian Stock Exchange among others, and implement innovative technological systems and financial infrastructure in Georgia 
– Facilitate capacity building and partnerships with the National Bank of Georgia and the Ministry of Sustainable Economic Development to improve market regulations and oversight, and to create an enabling environment for alternative sources of finance 
– Form partnerships with institutional and retail investors to enable their investments into the local market 
– Represent Georgia FIP in meetings with public and private sector actors including GOG, non-governmental organizations, business associations, among others 
– Supervise implementing partners, sub-contractors, and grantees as they undertake tasks relating to component 1 
– Lead work planning and monitor the budget tied to component 1 
– Traveling around to various regions of Georgia (and potentially outside) as needed 
– Any and all other project-related tasks as required by the Project Director in Palladium HQ 

Required Qualifications:

– Advanced knowledge of the financial sector in Georgia, as well as stakeholders providing financial and operational capacity building for institutions, enterprises, and investors 
– Extensive experience working in improving access to finance and the financial services infrastructure of Georgia 
– Experience working with and forming partnerships with enterprises of different sizes, financial intermediaries, government agencies, and NGOs 
– Experience?working?on?USAID or other donor-funded programs of a similar size? 
– Excellent communications, organizational, and?interpersonal skills? 
– Written and oral proficiency in?English and Georgian required? 
– Knowledge of USAID policies, procedures, and reporting requirements?preferred? 
– Experience working for large donor organizations such as USAID preferred
