Scope of Work for Consultant Services to develop the CHEWS Pilot Implementation Science Protocol and M&E Framework as well as documentation of learnings and best practices from the CHEWS Pilot Implementation including establishing the baseline values
1. Introduction and Background
The United States Agency for International Development (USAID)/Uganda Health System Strengthening (UHSS) Activity is seeking a consultant to develop an implementation science protocol and M&E framework for the CHEWs Pilot in Uganda as well as establishing the baseline for the CHEWs Pilot and documentation of learnings and best practices from the CHEWs Pilot. The UHSS Activity is an above-site health system strengthening activity whose goal is to improve the performance of Uganda’s health systems through technical assistance (TA). The UHSS Activity aims to improve leadership and accountability for results in the public and private sector and across all levels of the health system, improve efficient use and management of key health systems resources and strengthen community health systems that are critical for improved and quality health services. The Activity is implemented by a consortium of partners led by Palladium International LLC., as the prime lead and other partners that include the Civil Society Budget Advocacy Group (CSBAG), Infectious Diseases Institute (IDI), KPMG Uganda, and Panagora Group.
UHSS as the lead IP in providing technical assistance to the MoH to implement the CHEWs Pilot in Uganda requires the services of a consultant to document the implementation of the CHEWs work and learnings to enable a country wide scale up with a view of identifying bottlenecks that can be addressed before nationwide scale up.
The consultant will evaluate the activities, duration, and cost implications, to foster modifications to the implementation design of the entire CHEW program and its linked contribution to improved community health outcomes in Uganda.
The generated evidence and identified solutions will be used to address potential implementation bottlenecks and obstacles to maximize service delivery outcomes. The pilot will facilitate documentation of critical lessons, cost implications, and cost drivers for maximization of gains and impact; successful implementation of programs, and Uganda’s acceleration towards the UHC aspirations. The pilot will enhance greater investments in disease prevention and health promotion services at the community level thereby causing a reduction in the burden of disease and overall improved population health and wellbeing. The Pilot will also generate evidence to inform the CHEWS policy finalization
It is against this background that Uganda Health Systems Strengthening Activity is seeking consultancy services to develop the Implementation science protocol and M&E Framework and documentation of learnings and best practices including establishing the baselines values for the CHEW Pilot.
2. Purpose and objectives of the consultancy
2.1 Purpose and goal
The purpose of the consultancy is to develop the CHEW Pilot Implementation Science Protocol and MEL framework as well as documentation of learnings and best practices from the CHEWs Pilot intervention including establishing a baseline for the CHEWs Pilot.
2.2 Specific objectives of the consultancy
The specific objectives of the consultancy are to:
Develop the CHEWs Pilot Science Implementation protocol
Develop the CHEWs M&E framework
Establish baseline values for the CHEWs Pilot
Documentation of learnings and best practices during the CHEWs Pilot Implementation
3. Timeframe
The following timelines shall be adhered to:

1. Planning meetings with UHSS and MOH staff to review the SOW, expectations, study methods, and workplan (Inception meeting)

– Submission of the products to MoH and UHSS

4. Expected Deliverables
The expected deliverables of the consultancy will include:
a. Inception Report, including data collection and analysis tools
Final approved Implementation Science protocol and M&E Framework
a. Baseline report of the CHEW Pilot Implementation
b. CHEWS Pilot Implementation report including learning and best practices
Note: All deliverables will have to meet expected quality and standards as assessed by the supervisor of the assignment. Should the consultant fail to deliver as per expected quality and standards, USAID/UHSS in collaboration with MoH Uganda reserves the right to amend the payouts accordingly or to delay them until the satisfactory submission has been received.
5. Reporting
The Consultant will be answerable to the Commissioner for HPE&C of MOH and the Chief of Party, Uganda Health Systems Strengthening (UHSS) Activity for this assignment. The consultant will work closely with the Team Lead Community Systems, DCOP, Senior Monitoring Evaluation, and Learning Advisor, and other Community systems stakeholders and partners.
The consultant will submit all the hard and soft copies of the final assignment reports and materials to the Team Lead Community systems, DCOP, COP and Commissioner HPE&C.
6. Minimum qualifications
The consultant must be physically located in Uganda and meet the requisite skills and experience below. The Lead Consultant should have at least 10 years of field experience in PHC community health systems strengthening and designing community-based strategies, especially in developing countries contexts. Specifically, the Consultant should have the following experience:
a. Advanced University degree in either Health Promotion & Education, Public Health, Community Health Systems Strengthening, Health Policy or Health Services Management, Epidemiology, Biostatistics, Or other relevant qualifications
b. At least 10 years of demonstrable experience in community health work and community-based program management, analysis, review, planning, research, and documentation.
c. Knowledge in conducting the implementation of the research protocol is a plus
d. Knowledge of the community health work and strategic landscape in Uganda and globally
e. Demonstrable ability to work effectively with government stakeholders and other stakeholders at various levels
f. Excellent knowledge of written and spoken English
7. Additional requirements
Broad knowledge of concepts and strategies related to Health promotion, Education & Disease prevention, community health work; ability to synthesize knowledge and effectively express ideas in writing
Ability to coordinate with government agencies/ministries and implementing mechanisms
Good knowledge of community health implementation in Uganda (governance, workforce, service delivery).
A clear understanding of an inter-sectoral approach to community health work
Good knowledge of technology in the field of community health system, including current practices
Ability to work in multicultural and multidisciplinary settings and excellent interpersonal skills
8. Submission guidelines
All interested parties are required to submit their applications highlighting their qualifications, names/ contacts of three referees, experience in conducting similar analyses, and a written quote and budget in Ugandan Shillings for completing the assignment. Palladium plans to issue a fixed price consultant agreement for this assignment. 9. Consultancy Costs and Payment Modalities
Payment will be done depending on the satisfactory delivery of the task as highlighted in the contract. There will be no costs to be paid other than the costs that will be highlighted in the contract.
Competitive market rates will apply, and the consultant should submit an all-inclusive fee (lump sum) in his/her proposal. The consultant will be paid in UGX.
