Project Overview and Role:

The Pacific Labour Facility (PLF) facilitates
seasonal and longer-term work opportunities for Pacific workers in Australia.
It connects Australian employers with Pacific workers, supports the
administration of the Pacific Labour Scheme (PLS) and provides targeted support
to the Seasonal Worker Programme (SWP).

The Platform
Engagement Advisor will support the Pacific Labour Facility (PLF) to review existing
data-related business processes and practices and to identify where data improvements
and platform engagement can be made. It is expected that these improvements
will contribute to:

  • An organisational commitment to data integrity and information management
  • The design or re-design of appropriate business processes and behaviours that result in improved data quality across PLF’s data platforms
  • Staff being aware of their roles and responsibilities in producing, managing and using high-quality data including the impact on end users of data and associated risks
  • Identification of root cause(s) to a lack of prioritisation of data management at key juncture in relevant processes and proposals on how to address the identified issues
  • Refreshed
    data coordination and management, including through the PLF data working group and
    amongst external stakeholders.

Primary Duties and Responsibilities: 

Under the direction of the Quality, Learning & Performance Lead and in consultation with the PLF Chief
Information Officer, the Data Management/Platform Engagement Advisor will:

  • Through consultations with relevant PLF staff and streams, assess current data systems, processes and practices within the PLF and how these impact data integrity and quality. A brief report (five pages) outlining key findings from this assessment is expected to also recommend tangible activities/initiatives as part of a change management process to address PLF’s data challenges and opportunities.
    • It is expected that the above analysis will cover: relevant business processes, data governance and change management, staff awareness and attitudes towards data management and use, data management skills, resourcing, and use of data and information, and corresponding business risks etc.

  • Based on the above analysis and approved recommendations, create a change management workplan comprised of relevant activities (to June 2022). The workplan will identify key activities (to be led by the Advisor or other appropriate staff), the resourcing required, timeline for activity implementation, and expected outcomes to be achieved.
  • Implement workplan activities for where the Platform Engagement Advisor is listed as the lead facilitator/implementer. Implementation of this workplan will be cognisant of broader implementation of the PLF IT strategy.

Required Qualifications:

  • A relevant area of expertise, either through a qualification and/or professional experience (related to management information systems / change management / organisational psychology etc);
  • At least 10 years relevant experience supporting organisations to develop a data culture where technology platforms, data practices and structures are embedded, staff are aware of the power of data and how to use it, and an enabling environment created that fosters positive questions and effective organisational change;
  • Excellent multi-stakeholder engagement skills, including the ability to communicate and work with different stakeholders from different disciplines;
  • Experience in facilitating change management within organisations;
  • High-level skills in identifying and synthesising key strategic and operational issues through a participatory process; and
  • Excellent communication
    skills, including the ability to convert complex data/information into
    understandable messages for non-technical audiences. 

You must have valid Australian work
rights to be considered for this position – visa sponsorship is not available
for this position.

This is a Short Term Adviser engagement for up to 60 days input to 30 June 2022. The position has been classified under the Aid Adviser Remuneration Framework (ARF) at B3.
