Position Description
EnCompass seeks Deputy Chief of Party (DCOP) candidates for a five-year United States Agency for International Development (USAID) Learning for Development (L4Dev) Activity to be based in Kathmandu, Nepal. The L4Dev Activity will provide USAID/Nepal with strategic and technical monitoring, evaluation, and learning (MEL) support to improve performance management and advance Mission learning. The Activity will provide comprehensive MEL services, including capacity strengthening and technical support, to USAID/Nepal and local organizations.
The DCOP will promote a culture of learning and sharing in USAID/Nepal and implementing partners. They will support the Chief of Party on project planning, implementation, and evaluation support as well as support coordination with the Mission and other staff. The DCOP will likely provide both technical and managerial leadership in overseeing and advising on data collection design, method and tool design, training, and evaluations and assessments. They will also serve as a point of contact for one of the technical teams in the Mission
Position Duties and Responsibilities
Essential functions:
Provide day-to-day oversight and quality assurance for all technical areas
Coordinate with various stakeholders and inform design processes that help the USAID Mission and implementing partners to capture, manage and use knowledge and adapt programs, activities, and their processes based on the learning and evidence, including leading learning summits, other learning events, and pause and reflects sessions
Oversee collaborative dialogue and learning among USAID, implementing partners, and other stakeholders around emerging issues, promoting cross-office learning in USAID/Nepal and among implementing partners
Work closely with the USAID Nepal MEL team to develop and maintain a knowledge management system for learning and adapting of development programs
Develop a learning agenda, with activities and best practices that promote learning, to meet USAID/Nepal goals and manage the promotion and use of the learning agenda
Oversee development of project management plans and contribute to the development of project log frames and MEL Plans for the USAID
Support technical teams in reviewing reporting methods, carrying out training, designing data collection and reporting tools and advising Development Objective and project teams on their MEL work.
Review and ensure the short-term technical experts and evaluation team members are of a high caliber and possess the required technical expertise.
Serve as a point of contact for one of the technical teams in USAID/Nepal
Provide technical assistance and training, as needed, for USAID and implementing partners. Other duties as assigned
Position Requirements
Qualifications
Academic Qualifications
Bachelor’s degree and 12 years’ experience; or Master’s degree and 10 years’ experience; or PhD and 8 years’ experience in international development/studies, business, statistics, or a related field required
Experience and Skills
Minimum of seven (7) years of experience in projects supporting performance monitoring, evaluation, and or data management, of which at least 2 years should have been providing management support to project teams
Preferred experience and expertise in one of the technical sectors of USAID/Nepal
Demonstrated experience in the application of relevant qualitative and quantitative methods
Strong familiarity with USAID’s CLA practices; familiarity with USAID’s Evaluation Policy Preferred
Understanding of knowledge management as it relates to USAID programs an asset
Prior experience as a manager of teams, deputy project director, DCOP, or senior technical advisor working on complex donor-funded activities is strongly preferred
Strong communication, supervision, and management skills required
Nepali nationals preferred
Fluency in written and spoken English required
